About us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
The Accommodation Carpool and Library Service (ACLS) is part of the Victorian Government's commitment to a whole of government approach to the provision of shared corporate services.
The role supports the service delivery areas of ACLS through work on service costing, budgeting, board reporting, monitoring cash balances, and ensuring timely invoice payments and receipts.
It also manages constructive and effective working relationships with key stakeholder groups including client departments and agencies, external vendors, the Victorian Auditor-General's Office, DTF's Budget and Finance division and Financial Assets and Liabilities group, and DGS Corporate Finance groups.
The role works collaboratively, with senior people in the team responsible for leading work tranches with the assistance of other staff within the team, aiming to support capability development and deliver effective customer service.
About you
To be considered for the role, you must be able to demonstrate:
Broad financial technical knowledge and high-level financial accounting capability with demonstrated expertise in current Australian Accounting Standards, and Victorian financial management legislation and compliance frameworks.
High level of proficiency in data analysis, and the ability to summarise and communicate such analysis as accurate and timely advice to senior managers to assist decision making.
Competent policy and advisory skills, with experience in policy writing and delivering policy communications products.
Well-developed interpersonal, negotiation and relationship management skills, including the ability to advise and influence at all levels across various stakeholder groups.
Demonstrated achievement and/or aptitude in leading or coordinating projects which require constructive stakeholder engagement and collaborative work in a team environment, to deliver team, group and organisational goals.
Demonstrated initiative and judgement in proactively identifying emerging issues and delivering solutions.
Experience in managing and developing team members (or direct reports), including supporting them through change.
A tertiary qualification in accounting as well as membership of a recognised professional accounting body (CPA or CA) are essential for this role.
Significant experience working in an accounting role, experience in finance functions in a government department will be highly regarded.
Key Accountabilities
Support the delivery of ACLS business deliverables by providing specialised financial and accounting advice to support all functions and ensuring timeliness, accuracy and compliance with relevant government legislation and directives, accounting standards, and DGS policies and procedures.
In conjunction with senior finance staff, lead elements of the development and implementation of ACLS' CAM funding transition project. Develop and enhance approaches to key financial functions within ACLS in support of the CAM transition project and other projects, through the strategic use of financial modelling, process redesign, and innovative reporting that will enhance service outcomes.
Identify and work collaboratively to implement system improvements and the ongoing development and refinement of the management reporting processes, and the financial control environment.
Constructively engage with central agencies, client departments, external service providers, agencies and key stakeholders to assist in delivering service outcomes. Constructively work to resolve issues or escalate where required.
Along with other senior finance staff, lead the implementation of critical projects that develop and review policies, professional standards and operating practices that enhance service delivery, budget effectiveness and improved client outcomes.
