Senior Executive Service Band 1 - Information Services - Bulk RoundDepartment of Parliamentary Services – Canberra ACTThe Department of Parliamentary Services (DPS) is establishing a talent pool of high performing ICT and Digital Leaders at the Senior Executive Service Band 1 classification to progress the department's ICT modernisation and digital transformation agenda. These roles will play an essential part in driving the technological change and delivery of modern, accessible and seamless digital services for the Parliament of Australia.DPS comprises over 1,200 staff that support the Parliament of Australia through innovative and client-focused services. The department delivers a broad range of services to support a working parliament including enabling engagement with the public and acting as custodian and stewards of Australian Parliament House.DPS is also the ICT service provider at Australian Parliament House and all parliamentary office locations across Australia. The Information Services Division (ISD) works with internal and external parliamentary stakeholders to provide and manage information, communication and technology (ICT) services and solutions that enable an open, secure, and accessible Parliament.Working with internal and external stakeholders, the division which comprises over 250 staff, delivers a variety of technology capabilities related to cloud-computing, cyber security operations and governance, enterprise architecture, portfolio and program management, device provisioning and support, service management, electronic security systems, digital content recording and information management.We are seeking highly motivated, outcome-driven executive leaders who can inspire, lead with purpose, and deliver modern, accessible and secure technologies and digital solutions and services, in line with the Parliament of Australia Digital Strategy 2023-2027.DPS prides itself on leaders who can support the high-tempo needs of a modern parliament through contemporary leadership practices. You will have responsibility to:Lead the strategic direction of multi-disciplined and diverse teams in a Branch, with a focus on driving the modernisation and transformation of new technology and service offerings for Senators, Members and their supporting staff, and Parliamentary departments.Proactively manage complex and sensitive issues and ambiguity, and act as a key escalation point for technical or service delivery matters related to branch service area of technical/professional discipline.Build and maintain branch staff capability and capacity to ensure effective and timely responses, and/or production of relevant digital products and services.Develop a highly autonomous, high performing environment within the branch that fosters innovation and contemporary approaches to parliamentary business service delivery.Ensure compliance and accountability with Commonwealth legislation, regulations, standards and codes of practice relating to security, information, parliamentary records and data management.Actively contribute to the overall strategic planning, operational capability and accountability of ISD and DPS and embed objective into the operational management of area of responsibility.Uphold the Parliamentary Service Values to the highest standards and promote a workplace culture that engenders trust, respect and inclusion, and where all individuals share a personal responsibility for promoting the health, safety and well being of others.The key duties of the position include:Eligibility ISD Senior Executive Service roles require (essential):Established leadership skills that inspire and motivate teams, creating a common purpose and direction and a high-performance culture, to support the work of the Parliament and DPS.Excellent stakeholder relationship management skills, including the ability to provide insightful, persuasive, and trusted advice to a diverse range of important stakeholders in a politically complex environment.Strong strategic judgement, political acuity, and ability to manage ambiguity to resolve complex issues as they evolve.Proven record of achievement in shaping and guiding technological and operational change in a service delivery environment.Demonstrated achievement of delivering quality results, within budget, tight time frames and across multiple stakeholders.Demonstrated capabilities to lead and manage operational areas involved with cyber security, enterprise infrastructure including cloud products and services, ICT project and portfolio management, ICT service delivery, digital broadcasting and recording, ICT strategy and governance or a combination of these capabilities.Desirable:An understanding of the institution of parliament and the role of parliamentary democracy.A university degree, tertiary qualification or relevant professional qualification in a related field.Successful candidates will be required to obtain and maintain a Negative Vetting 2 security clearance.NotesAt DPS, we acknowledge the value diversity brings.
