Senior Executive Service Band 1 - General Counsel – Legal and Policy Salary may be negotiated with the successful candidate Canberra - ACT Your Role Defence is seeking a highly qualified and experienced senior legal practitioner to fill the role of Assistant Secretary Legal and Policy (General Counsel) for the Nuclear-Powered Submarine Regulatory Design office (NPSRD). The role will be responsible for the provision of legal advice, including on matters related to litigation and legislative creation, and support on a range of issues related to the establishment of the Australian Naval Nuclear Power Safety Regulator (ANNPSR) as well as the functions of an independent Defence nuclear regulator.
The General Counsel will work with staff in the NPSRD office to provide high-level legal advice on major, complex and sensitive issues arising from the creation of the ANNPSR, which may include administrative law, litigation, legislation, and legal policy.
The successful candidate will be required to have knowledge, skills and advanced professional expertise as a senior legal practitioner, as well as demonstrable experience in the application of law in a government setting at a senior legal practitioner level. A proven understanding of the relevant environmental factors affecting the creation of a regulatory office, the relationship between complex issues and a sound grasp of Commonwealth frameworks, such as procurement, financial, employment and security, are all significant. The occupant of the role must have high-level relationship management, influencing and negotiation skills, with strong leadership ability.

They will be self-aware, positive in considering and respecting a diversity of ideas and perspectives of others. They will demonstrate the capability to provide timely and accurate advice to senior leaders and Government on complex matters. They will have outstanding judgement, strategic awareness, and parliamentary and media acumen. 
Note: Whilst this position has been advertised through the Department of Defence, this position will move to a new Statutory Agency at a date yet to be determined by Government, in line with the announcement made by the Australian Government on 14 March 2023.
