The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.About the Victorian School Building AuthorityThe Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.About the DivisionThe Asset Management Division helps schools maintain and manage their buildings and grounds and ensures they are more energy efficient. The Division trains school leaders as facilities managers and supports them to develop school maintenance plans. They coordinate programs, assessments, and systems to ensure schools are routinely maintained and cleaned.The Division includes the Asset Management Branch, School Asset Management Support Branch, Facilities Branch, Maintenance Delivery Branch and the Programs Branch.About the RoleThe primary purpose of this role is to undertake procurement activities within the New Building Unit, including the tendering and implementation of a vendor panel contract.You will provide strategic, tactical, and governance support to the New Buildings Unit and Programs Branch. This may include direct leadership of a team, where you will be expected to lead, inspire, and increase the capability of the team members in facilitating and developing procurement practices and data analytics.To be successful in this role, you will:Facilitate end-to-end procurement across the New Buildings Unit to ensure optimal procurement outcomes for the program, including the tendering and implementation of a vendor panel contract.Lead procurement projects across the business unit and branch including requirements gathering, business case development, stakeholder engagement, tender preparation, evaluation, supplier negotiation, transition and implementation.Effectively apply government procurement policies and legislative requirements to develop and implement management strategies that deliver value for money outcomes, including probity and transparency, and the application of Victoria's Social Procurement Framework.Develop effective and collaborative relationships with a broad range of internal and external stakeholders, including senior management, departmental colleagues, Chief Procurement Officers and other key staff from government departments, suppliers and industry bodies.Support the planning, development, and implementation of systems, tools, analytics, and reporting to facilitate the delivery of best-practice procurement outcomes.Provide strategic contract management guidance to senior executives.Support resolution of complex procurement and contractual issues.CapabilitiesTo be considered for this role, you will be required to:Work collaboratively, guiding others and working to overcome barriers to knowledge or information sharing, and be flexible and adaptable to new systems, and changed priorities.Be innovative in the design of systems for continuous improvement, improve quality of work through analysis and conceptual thinking and foster a creative and innovative team environment.Develop and communicate clear reasonings for policy direction and business cases objectives, and the impact of policies on the procurement process.Enhance the delivery of the program through the tender and procurement processes by using critical thinking and problem-solving skills.Be a skilled communicator with demonstrated ability to engage effectively with diverse stakeholders to foster collaboration and achieve positive procurement outcomes.Uphold the Victorian Public Sector Values while leading the team through the tender and procurement process.Qualifications and Experience5+ years' experience in tendering and procurement for government contracts.Experience and knowledge of PDCMA contract management and procurement policies, standards and guidelines within the public sector construction industry.Experience in roles requiring a strong attention to detail, and peer-review.Experience in influencing and negotiating with a diverse range of internal and external stakeholders through written and verbal communication and interpersonal skills.Experience in analytical thinking, with an ability to be highly organised, proactive, and solutions focused.Experience in applying procurement systems, tools and data analytics to support decision-making, manage risk and maximise value-for-money outcomes.A tertiary qualification in a relevant discipline e.g. Finance, Business Management.AttributesAll VSBA staff have a shared responsibility to meet the same service standards outlined in the VSBA Customer Service Charter.
