About the opportunity We have an exciting permanent opportunity for a Senior Engineer (Gas and Pipelines) responsible for delivering compliance services to regulated energy entities that own and operate both gas and non-gas licensed pipelines, government partners and the Victorian community.
You will contribute by: Review and assess safety cases and safety management plans to ensure they are fit for purpose and provide guidance and formal feedback to companies to meet their obligations under relevant legislation and within Energy Safe requirements to mitigate potential hazards and risks so far as practicable. Prepare and present to Safety Case Evaluation Panel and Commission for the acceptance of safety cases and safety management plans. Prepare audit tools and reports, lead safety case and safety management plan compliance and acceptance audits, ensuring to close out actions originated from acceptance audit. Review, assess and provide timely advice and recommendations to Energy Safe management and licensees on consent to operate, construct a building within 3m of a licensed pipeline, suspension, decommissioning works, and construction safety management plans for new project works, repairs, alterations. Manage Energy Safe involvement in the licensing process, including stakeholder relationships with licence applicants and Department of Energy, Environment and Climate Action (DEECA); and interaction with industry and government in response to major infrastructure projects. Liaise and provide regulatory guidance to industry, government peak bodies, Energy Safe management and Victorian community on infrastructure safety including emergencies and changes relevant to Victorian legislation, Australian standards, codes, and practices. Liaise with industry for the timely submission of safety case and safety management plans due for revision, quarterly KPI reports, annual integrity reports, and incident reports. Provide advice during the investigation of infrastructure incidents in accordance with regulatory requirements and prepare technical reports, make enquiries, and support evidence gathering for prosecutions. Provide regular reports, analysis, and recommendations to management and where necessary, prepare direction letters. To be successful, you'll have: Relevant tertiary qualification in engineering. Relevant experience of more than 7 years in gas and pipeline industry. Expert knowledge of the principles and application of safety management and knowledge of relevant legislation, regulations, and standards. Comprehensive understanding and prior experience with safety management systems and formal safety assessment frameworks. Prior experience in auditing will be favourably considered. Knowledge of Gas Safety Act 1997, Pipelines Act 2005 as well as Australian standards such as AS2885, AS 2832.1. Highly developed conceptual and analytical skills and ability to interpret and apply relevant safety standards in accordance with applicable legislation, regulations, and standards. Highly developed interpersonal skills and ability to work cohesively with all internal and external stakeholders to achieve positive regulatory outcomes. Strong analytical and problem-solving skills, and decision making to resolve issues relating to safety. Excellent verbal and written communication skills, ability to prepare authoritative reports, present to industry and government departments, and negotiate and resolve conflict. High level of organisational and planning skills and the ability to work with limited supervision. Previous regulatory experience (desired).
