Our community vision Purpose This position will be responsible for the undertaking of building rules assessment and building rules audit inspections of all classes and types of buildings, provision of building and development advice to internal and external customers, investigation of building and compliance matters and, where necessary, assessment of complying development applications. The officer is expected to be able to work as part of a team and independently, and to have the capacity to work under limited direction. The officer should utilise a high level of interpersonal skills in dealing with the public and other organisations. The organisation places a high emphasis on providing a sound customer experience to both internal and external customers. • Assess the Building Rules Consent stage of development applications, undertaking any necessary procedural requirements and ensuring compliance with relevant legislation. • Inspect development in progress and completed development to ensure compliance with the Building Rules, approved plans and relevant legislation. • Investigate development complaints and compliance issues, and negotiate where possible with parties to achieve appropriate compliance outcomes. • Determine appropriate action to achieve compliance with relevant legislation, and issue notices where development has not been undertaken in accordance with the Building Rules and relevant legislation or where there is a threat to safety. • Provide expert specialist advice to internal and external customers on building and development matters. • Respond to requests from elected members and other business units in relation to building, compliance and general development information and advice. • Attend to telephone, counter and written enquiries from the public and external organisations with information relating to building, compliance and general development information and advice. • Instruct and brief Council's solicitors on enforcement matters, and represent Council at the Environment, Resources and Development Court, or other relevant Court as required. Person Specification • Advanced communication skills both written and verbal. • Tertiary qualifications in Building Surveying. • Accreditation (or working towards) as an Accredited Professional – Building - Level 1 or, 2 under the Planning, Development, and Infrastructure (Accredited Professionals) Regulations 2019. • Experience in building rules assessment and associated matters. • Experience in dealing with the public, elected members, developers, consultants and representatives of other organisations in building rules and town planning matters. • Sound knowledge of the Building Code of Australia. • Sound knowledge of the Planning, Development and Infrastructure Act, relevant Australian Standards, Disability (Access to Premises – Buildings) Standards and the Disability Discrimination Act. • Working knowledge of the Local Government Act, Building Work Contractors Act and Occupational Health and Safety requirements. • Ability to analyse and interpret drawings, documents and specifications, legislation and regulations relating to the development and use of land and buildings. • Ability to investigate breaches of the Development Act/PDI Act and pursue resolutions to ensure compliance with relevant legislation, codes, and standards. • Ability to communicate effectively with Elected Members, Council staff, industry professionals, and the general public. • Appropriate keyboard and computer skills. • Ability to identify workplace priorities. • Proven written and verbal communication skills. • Proven ability to negotiate with customers, staff and other relevant parties to achieve the best possible outcome. • Organisational, time management and programming skills, ability to set priorities and meet deadlines and to arrive at effective recommendations. • Adhere to the City of Marion Values. • Commitment to work within a team environment and participate effectively to achieve agreed outcomes. • Willingness to promote a positive image of Council. • Determination to pursue issues identified as important by the organisation. • Demonstration of an understanding of and commitment to customer experience philosophies, values and practices. • Demonstration of a commitment to continuous self-improvement and professional development. • Demonstration of a commitment to identify innovative solutions to improve and provide a best practice approach to development assessment, building inspection and internal processes. • Developing knowledge of planning matters. • Organisational, time management and programming skills, ability to set priorities and meet deadlines and to arrive at effective recommendations. • Capacity to encourage various bodies to come together and overcome problems. Standard conditions • Satisfactory completion of a National Police Clearance (will be arranged by the City of Marion) • Satisfactory completion of applicable Medical Assessment (will be arranged by the City of Marion) • Must be either an Australian resident or possess the legal right to work in Australia, with the ability to provide documentation of a valid work visa. • Comply with existing Work, Health and Safety legislation and regulation obligations and apply "Think Safe Live Well" philosophy. • Embrace ethical and moral behavior and report any suspected instances of fraud and/or corruption in accordance with Fraud and Corruption Management and the Code of Conduct. • The incumbent will perform other duties as required. Other conditions specific to the role • Must hold a valid, full (unrestricted) driver's license in accordance with South Australian requirements. • Attendance at Council meetings as required.
