This candidate will be the advisor to all business units, reporting directly into Michael the hiring manager, There will be a clear business plan and career development pathway for each employee. This is a great opportunity to join a productive high performing team.Position Purpose:Sutherland Shire Council is looking for their new Senior Contracts Business Partner, where you will be the primary contract management business partner. You will work closely with the Procurement & Contracts Team and internal stakeholders across the Council, as well as with contractors and other external stakeholders. Your role will be pivotal in ensuring contractor performance and contract compliance through:Developing and implementing Council's contracts management frameworkExtracting meaningful contract data insights to maximize value for money and ensure good governanceMonitoring and managing supplier performance and contract compliance enforcementPartnering with internal stakeholders to support their use of Council's contract management frameworkProviding sound contract management adviceManaging the lifecycle of enterprise contracts from award to renewal to completionPosition Structure:This role is part of the Corporate Governance Division within the Corporate Support Directorate. You will report to the Procurement & Contracts Manager and be a member of a team of five procurement and contracts professionals.Key Responsibilities:Contract Management Framework: Develop and maintain a framework that supports contractor performance and compliance.Enterprise Contract Management: Implement a Vendor Relationship Framework for enterprise contracts, ensuring effective operation and performance monitoring.Contract Risk Management: Ensure compliance with relevant regulations and manage contract risks effectively.Contract Lifecycle Management: Oversee the entire lifecycle of contracts, from creation to renewal and completion.Selection Criteria:Essential:Tertiary qualification in contract law, supply chain management, or related discipline, or relevant senior-level experience in contract managementExperience in developing or implementing contract management frameworksStrong analytical, planning, organizational, negotiation, and relationship management skillsDesirable:Procurement/Supply Chain qualification from a recognized professional organization (e.g., CIPS, LGP)Experience in Local, State, or Federal GovernmentKnowledge of government regulations in procurement and contract managementExperience in supplier relationship managementProficiency in Technology One software or equivalent, and contract management softwareCore Capabilities:Decision Making: Achieve desired outcomes by evaluating options and involving stakeholders.Goals Oriented: Prioritize and achieve self-set goals, taking on challenging tasks.Critical Thinking: Examine work critically, considering alternative viewpoints.Communication Skills: Excellent oral and written skills, experience in chairing meetings and stakeholder briefings.People Skills: Empower others, resolve disputes constructively, provide positive feedback.Team Focused: Willing to mentor and share knowledge with colleagues.Performance Standards: Take responsibility for high standards and task completion.Our Values:Collaborate: Work together to deliver great outcomes.Achieve: Deliver on commitments with a can-do attitude.Respect: Communicate openly, act with integrity, and be inclusive.Evolve: Embrace change and new ideas, celebrating solutions.Corporate Obligations:Risk Management: Mitigate risks and devise strategies for new threats.Financial Management: Manage budgets and expenditures, ensuring compliance with financial procedures.Workplace Health and Safety: Adhere to WHS policies and safe systems of work.Code of Conduct: Abide by Council's Code of Conduct and related policies.Workplace Behaviour & EEO: Comply with workplace behavior guidelines.Enterprise Content Management: Maintain accurate records in Council's systems.Continuous Improvement: Identify inefficiencies and recommend improvements.Customer Focus: Champion exceptional customer experiences.Procurement: Conduct activities transparently and cost-effectively according to the Procurement Policy.At Sutherland Shire Council we do more than serve our community - we are our community.
