The successful applicant to the Senior Contract Officer position will be responsible for the coordination of the day-to-day administration of the Project Agreement drawing on previous contract management experience in facility management, asset management, or another building management-related field. About the Department The department provides a wide range of learning and development support and services. It provides policy leadership, plans for the future of education in Victoria, and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight, and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Victorian School Building Authority The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s. The VSBA upgrades and expands existing schools and plans, designs, and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.
With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.
About the Role The role is located within the Public Private Partnerships (PPP) team of the Facilities Management Unit in the Asset Management Division. The Senior Contract Officer is responsible for managing one of the two PPP contracts, which consist of 12 schools constructed by a private sector consortium. The consortium includes a facilities maintenance provider who maintains the schools and facilitates minor capital modifications over a 25-year contract term.
The Senior Contract Officer, supported by the PPP team leader, will act as the main point of contact for the consortium, the 12 school principals (and other school staff), Department of Education colleagues, and other governmental agencies for matters relating to the contract.
The key accountabilities for the Senior Contract Officer are to:
oversee the consortium's compliance with service specifications to ensure the provision of high-quality services to the schools and the maintenance of high cleaning standards;report and draft briefing material on the consortium's compliance with the contract, including reporting on performance against KPIs, risk management, day-to-day issues, and all governmental reporting and briefing requirements;lead and provide advice on strategic contract management to VSBA Executives;forecast and manage the Project budget.All VSBA staff have a shared responsibility to meet the same service standards outlined in the VSBA Customer Service Charter. Attributes The Senior Contract Officer is expected to be able to interpret and provide advice on the PPP Project agreement and related schedules and annexures, as well as legal correspondence between the State and the Private sector consortium.
The Senior Contract Officer is to be self-sufficient and work autonomously, demonstrating accountability and compliance with Partnerships Victoria framework and public sector policies.
Desirable Qualifications and Experience The Senior Contract Officer will have a background in facility management, asset management, or another building management-related field.Experience in Public Private Partnerships, commercial contracts, or construction phase experience on large-scale infrastructure contracts will be highly regarded.Further Information For more details regarding this position please see attached position description for the capabilities to address in application.
