Job Summary:As Senior Civil/Structural Estimator, you will provide technical guidance to promote consistency across projects, customers, and business lines. You will provide detailed review and support to capital cost estimates, cash flow, working capital assessments, and to the preparation of estimate documentation. Your recommendations ensure accurate cost estimations and will be essential in driving project profitability and success.
This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership. Major Responsibilities:Level 1
Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with other stakeholders/departmentsParticipates in establishing pricing structures to be applied to quantities for estimatesConducts detail pricing for non-manual labor service using functional staffing and other direct cost (ODC) inputsDevelops pricing/rates to apply to non-manual staffing in support of project-specific requirementsPrepares estimate basis and assumption documentation for their area of responsibility in support of overall estimate developmentSupports complex order of magnitude (OOM) estimatesPrepares cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline areaIdentifies risk items and assigns risk levels to portions of the project work and identifies measures to mitigate risk in area of responsibilityLevel 2
Provide technical expertise and leadership in the review of design scope criteria and quantity development for undefined scope assumptions in coordination with other stakeholders/departmentsSupports/reviews prediction/extrapolation of cost curves based on experience of scheduled activities and cost correlation analysis in area of responsibilitySupports in depth audits and analysis of proposals, change order, and other estimatesProvides technical guidance to area of responsibilityLeads cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area; provides area of responsibility-specific guidance and direct support in establishing pricing structures to be applied to quantities for estimatesPrepares cost trend estimates in support of project cost trend programs; takes a lead role for area of responsibility in estimate reviews and presentations to project management and senior managementEducation and Experience Requirements:Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experienceRequired Knowledge and Skills:Demonstrated intermediate-to-advanced understanding of Estimating core processes requiring minimal direction and supervision.Advanced knowledge of EPC estimating methods, processes, and procedures. Understands estimate types, classifications, and components. Specifically understands detail level estimates and design packages. Experience with Lump Sum Design Build and/or OOM estimates.Significant knowledge and experience in quantity takeoffs, statistical analysis, and cost and price analysis, life cycle analysis and management of personnel.Skilled in understanding and implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports.Intermediate knowledge of the applicable Bechtel processes and systems. Knowledge of administrative and supervisor practices.Advanced understanding of craft productivity, current market pricing in related areas and knowledge of construction practices in local work region.Advanced knowledge of construction methods and techniques in area of specialization and have a general understanding of other disciplines. Familiar with engineering and construction codes and standards.Knowledge of the principles of Life-Cycle costing, cost in use, and operating costs and ability to undertake a Net Present Value (NPV) analysis.Thorough understanding of project cash flows and the corresponding time value of money as the cost of working capital.Thorough understanding of cost index and escalation projection sources.Understands and contributes to risk and contingency assessments.Proficient in Microsoft and scheduling software applications currently being used by Bechtel (Word, Excel, Access, PowerPoint, Primavera, Microsoft Project). Proficient in estimating applications used for discipline estimates and knowledgeable of at least one general estimating system currently being used by Bechtel (EPIC, BETK, HCSS, Candy, Expert etc.).Skilled in oral and written communications, including presentation skills and ability to address a group of supervisors.Working Rights:Working Rights in Australia without employer sponsorship are required.
