Senior Assessment Officers Who we are: We are Australia's National Vocational Education and Training (VET) regulator.

What we do: We regulate providers that deliver VET qualifications and courses to students in Australia or offer Australian qualifications internationally, providers that deliver VET courses to overseas students, and certain providers that deliver English Language Intensive Courses for Overseas Students. We also accredit VET courses to make sure nationally approved standards are met.

Why we do it: We ensure quality VET so that students, industry, governments and the community have confidence in the integrity of national qualifications issued by training providers, and that students are protected from any practices that come at the expense of their ability to gain the required competencies.

The key duties of the position include: The Registration Management and Assessment Team (RMA) is responsible for ensuring that only high-quality VET providers, who are committed and capable of delivering quality education and training, renew their registration under the National Vocational Education and Training Regulator Act 2011 (NVETR Act) and the Education Services for Overseas Students Act 2000 (ESOS Act) and to ensure that their registration is fit for purpose.

We are seeking two Senior Assessment Officers to work within the team to manage ASQA's response to provider closures and withdrawals or providers applications to change their registration.

Responsibilities: The Senior Assessment Officer in Closures and Withdrawals will:

Pursue exiting RTOs to ensure that they meet all their obligations. Assess applications for provider mergers/notifications of change of ownership, including applying scrutiny to the fitness and propriety of executive officers and high managerial agents. Undertake regulatory activity associated with registration cancellations, provider liquidations and withdrawals, auditing protected accounts and imposing conditions. Liaise with the International Student Ombudsman and Tuition Protection Scheme as required to ensure impacted students are adequately supported. The Senior Assessment Officer in the Registration Changes team will:

Assess evidence and undertake a structured risk assessment of provider applications under the NVETR Act and/or ESOS Act. Make recommendations to the delegate in relation to applications made by providers to change their registration. Prepare correspondence associated with provider risk assessments and regulatory decisions. Interpret and apply policy and procedural requirements in relation to risk assessment and registration activities. Provide advice to junior members of the team in relation to registration applications. Skills and experience: To succeed in this role, you will have:

The ability to work collaboratively within a team, provide leadership support and training to colleagues as required, and inspire a sense of purpose and direction consistent with ASQA Values. An understanding of best practice regulation and the ability to manage risks proportionately and to make clear, well-reasoned and timely recommendations in a fast-paced and changing environment. Demonstrated experience interpreting and applying legislation to determine whether entities are complying with regulatory obligations. Strong stakeholder engagement skills that demonstrate an ability to collaborate with diverse stakeholders to achieve desired outcomes. Demonstrated experience in providing high-quality advice to senior management and preparing complex reports. A demonstrated ability to identify opportunities for improvement and lead and manage change. Desirable: Qualifications and/or experience in regulation, auditing, student advocacy or another relevant discipline will be considered highly desirable for this role. Experience working in a compliance/regulatory environment. This selection process may be used to establish a merit pool. The merit pool may be accessed to fill ongoing and non-ongoing vacancies for similar roles within ASQA or across the APS over the next 18 months.
