Department: Department of Justice and Community Safety
Senior Adviser, Research and Evaluation (within Emergency Management) Full Time, Fixed Term until 30 June 2025 Attractive VPS 5 salary between $ 109,730 - $132,764 + superannuation Department of Justice and Community Safety (DJCS) Emergency Management includes the department's emergency management accountabilities delivered through Emergency Management Victoria, Emergency Recovery Victoria, Sector Performance and Reform and emergency management statutory entities and offices.
The work of the group supports the emergency management sector to work together and to strengthen the capacity of individuals, communities, government, agencies and business to achieve our shared vision of safer and more resilient communities and to rebuild and recover after an emergency.

Emergency Recovery Victoria
Emergency Recovery Victoria (ERV) is responsible for state and regional recovery coordination for all emergencies to help communities build back better and emerge stronger.
ERV is a business unit within the Department of Justice and Community Safety.
Working directly with impacted communities, all levels of government, agencies and industry, ERV coordinates real, effective and timely support that communities need to recover after a major emergency.
As well as providing strategic leadership on whole-of-government recovery activities and delivering state recovery outcomes, ERV supports locally led recovery efforts to support councils and ensure that community is at the centre of recovery.

The Assurance, Evaluation and Continuous Improvement team
The team is responsible for providing evaluation expertise and advisory services; assisting with delivering evaluation of recovery initiatives; and supporting the translation of evaluation findings to ensure relevance for ERV policy and program development.

What will the role do?

The Senior Adviser, Research and Evaluation develops, project manages and/or implements monitoring and evaluation of recovery programs and services.

The role will be responsible for designing and implementing ERV's newly developed Program Design, Monitoring and Evaluation (PDME) model, working across the organisation to imbed the model within existing arrangements and support capability development across state and regional coordination divisions.

The role is responsible for building monitoring and evaluation capacity and capability by providing expert advice, guidance, advocacy and education in program evaluation.
The role also coordinates research activities and ensures findings are translated and accessible to facilitate evidence informed policy and decision making.
What skills and knowledge should the Senior Adviser, Research and Evaluation have?

Proven experience leading projects in complex and geographically dispersed operating environments and ensuring the highest standards of delivery.
A strong understanding of the processes and levers that apply to Government.
Experience in emergency recovery is desirable.
A relevant tertiary qualification in evaluation and research is desirable.
