The purpose of this position is to perform the essential duties and functions as listed below, establishing security governance on the program that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability.
Key Responsibilities Security management and oversight of classified projects in accordance with Intelligence Community Directives, Security Executive Agent Directives, and the National Industrial Security Program as appropriate. As a member of the corporate industrial security team, creates, executes, and monitors security policies and procedures to safeguard national security information, processes, and products. Develops and implements procedures relating to personnel security processing, as well as access control procedures, visitor access certifications, and badging. Maintains personnel security clearance records for employees and consultants working with available USG databases, such as Scattered Castles, Defense Information System for Security (DISS), and National Background Investigation Service as required. Processes employee security clearance and access requests with clients. Assists personnel in preparing and submitting security processing (SF86) paperwork. Principal point of contact to US government Security Representatives for the full range of security issues. Advises project management of Federal security regulations and procedures. Manages the Security Education Training and Awareness Program: develops and implements an Insider Threat Program, conducts indoctrinations, debriefings, annual refresher training, foreign travel, cyber security, and special access briefings. Works with Contracts and Operations to ensure compliance with contract/subcontract security requirements. Issues classification guidance to subcontractors. Serves as Facility's Insider Threat Program Senior Official and conducts monthly reviews of actions with Insider Threat Committee members, also responsible for certifications of Insider Threat Program with DoD and IC Clients. Prepares and implements operations security (OPSEC) briefings and awareness programs. Maintains security documentation and files in accordance with Client requirements. Conducts security incident investigations, coordinates findings with the Client point of contact, and makes recommendations on corrective actions with the concurrence of corporate FSO. Manages document control including in-/out-processing of sensitive material and preparation of document transmittals and packaging. Issues courier authorizations. Other duties as assigned. Basic Job Requirements Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders. Job-related technical knowledge necessary to complete the job. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines. Ability to attend to detail and work in a time-conscious and time-effective manner. Other Job Requirements (U) Must be a U.S. citizen. (U) Minimum of five (5) years' experience managing projects of similar size, scope, and complexity. (U) Minimum of two (2) consecutive years of supervisory experience in the field of industrial security. (U) Understanding of USG Sponsor Security processes and procedures. (U) Familiarity with USG Sponsor and IC policies in regards to Physical, Personnel, and Information Security. (U) Experience supervising a security staff operating on a 24x7 basis. (U) Demonstrated capability to exercise good judgment. (U) Demonstrated capability to respond effectively during emergencies. (U) Possess a TS//SCI Clearance with CI Polygraph.
