The South African Radio Astronomy Observatory (SARAO) is recruiting a Square Kilometre Array (SKA) Mid HSE Officer. The successful candidate will join the Square Kilometre Array Observatory (SKAO) Site Management Team, Carnarvon, Northern Cape and report to the SKA Mid HSE Manager. In addition, the successful candidate will assist the SKAO HSE Manager with developing and implementing the SKAO HSE Programme.
Key Responsibilities Report directly to SKA MID – HSE Manager; Respond to contractor HSE communication and escalate, where necessary, to the SKAO HSE Manager; Assist in coordinating the efforts with site medical services (including emergency evacuation and disaster management); Maintain surveillance and monitoring compliance with contractors – HSE Plans; Work with each construction work package NEC Supervisor/NEC project manager and monitor HSE practice on the SKA site; Work with each construction work package NEC Supervisor/NEC Project Manager, receiving accident, incident and near-miss reports as required; Assist the NEC Supervisor/NEC project manager with security-related efforts; Regularly visit construction areas, site facilities and installations and report all health and safety non-compliance and deficiencies; Recording all significant visits and site HSE control reports; Administer the HSE policies and organise new employee induction training; Attend all relevant site HSE meetings; Assist in the preparation and review of HSE management plans, procedures, training material, awareness campaigns and contractor awards; Control the maintenance of site-specific HSE requirements; Work with the Site Entity (SARAO) and coordinate the HSE inductions for visitor access; Represent SKAO in visits or investigations by government departments, statutory authorities, and insurance agencies; Participate in all relevant H&S training; Report to the SKAO HSE Manager on specific or critical HSE issues; Work with NEC Supervisor, advising the NEC Project Manager, SKAO HSE Manager and SKAO Construction Director if contractors have substantially broken a health, safety or environmental regulation and monitor subsequent rectification per the Core Clause 91.3 of NEC4 Contract; and Work with relevant third parties, contributing and developing continuous HSE improvement observations and recommendations. Key Requirements Qualification A recognised Certificate in Occupational Health & Safety (SAMTRAC / NEBOSH) with a minimum of five years of experience on a construction site; A recognised Diploma in Occupational Health & Safety with a minimum of three years of experience on a construction site; Registered with SACPCMP as a Construction Health and Safety Officer (CHSO); One or more of COMSOC 2, NEBOSH certificate, SAMTRAC or equivalent certificate; and Valid driver's licence (essential). Experience Experience with audit and inspection activities; Experience building strong people relationships and participating in a team; Knowledge and interpretation of HSE Management Systems, procedures and policies, including document control; Proven track record in working with contractors on construction sites; and Experience with health, safety, construction, and risk management. Knowledge Proven knowledge of the Occupational H&S Act and Regulations (e.g. Legal Liability, Construction Regulations); Proven knowledge of Hazard Identification and Risk Management Processes (e.g. HIRA); and Knowledge about project processes. Additional Notes The applicant should have the following skills, abilities, and competencies.
Solve problems and resolve conflict; Provide recommendations in respect of health and safety compliance that is practical and pragmatic, Ability to operate alone and within a team under pressure; Self-motivated with a positive attitude; Ability to learn new software packages used during construction, Ability and willingness to travel between various Northern Cape locations, be prepared to reside in Carnarvon and be based on site permanently.
