The Risk and Compliance Officer is accountable to the Finance Manager for the provision of corporate governance, risk, audit, assurance, and related policy services for the Courts Administration Authority. This role provides support across divisions, through support of day-to-day policy and procedure support related to risk and compliance, specialist advice, and assistance with the implementation and management of a new digital risk register tool.
The Courts Administration Authority of South Australia (CAA) operates within the Courts Administration Act 1993. It is overseen by the State Courts Administration Council ("the Council") and is independent of the government. Its principal objective is to provide quality administration to the judiciary and to ensure an effective and accessible courts system for the South Australian public. Participating courts of the Authority are the Supreme Court, District Court, Environment, Resources and Development Court, Youth Court, Magistrates Court, and the Coroners Court.
The Business and Financial Services Branch provides a financial service to the Authority which includes financial reporting, accounts payable, accounts receivable, budgeting, general ledger maintenance and financial and taxation consultancy.
The branch has relationships with the other Justice agencies and the Department of Treasury and Finance, and assists in developing financial plans and budget strategies. The branch develops and maintains close working relationships with other divisions to ensure financial input into Authority initiatives is achieved. It also provides governance which complies with relevant legislation, directions and determinations from the Treasurer, and other applicable whole-of-government policies.
This role involves providing specialist advice, consultancy, and recommendations on audit, risk and compliance matters to executives and other employees within the Authority. It includes developing and maintaining effective working relationships with key internal and external stakeholders, particularly concerning risk, audit, and compliance matters. The Risk and Compliance Officer is also tasked with assisting the Finance Manager in establishing a maturing risk culture and supporting risk management, audit, and compliance responsibility within the Authority.
Special Conditions: Appointment is under the Courts Administration Act 1993. Terms and conditions of employment are governed by the Public Sector Act 2009. As a justice agency, the CAA may receive details of spent convictions as part of any Criminal History Screening and use this information in the selection process. Appointment is dependent upon a current National Police Certificate that the CAA finds satisfactory. Appointees may be directed to disclose their COVID-19 vaccination status.
