Port Macquarie Hastings Council (PMHC) are seeking a suitably qualified and professional leader to join their 'Utilities Operations Team'. Situated on the Mid North Coast of NSW, between Coffs Harbour and Newcastle, PMHC is one of the fastest growing regional centres in NSW. By 2041 their population is projected to grow by 16.5% to over 100,000 residents. PMHC supports their community via their large utilities network.
Council has around 650 employees, Utilities Operations has around 150 staff who manage and maintain 4 Water, 8 Sewage and 1 Recycled Water Treatment Plants with 20 water pump stations, 45 reservoirs, 840 km of water mains, 34,500 water service connections, 167+ sewage pump stations, over 665 km of sewer pipes, and 13,900 manholes. The total asset replacement value exceeds $1billion. The Reticulation Networks Manager is responsible for water and sewer infrastructure, including pipes, valves, manholes, hydrants service connections and water meters.
We have our own Engineering Trades Services team (electricians and fitters with a dedicated workshop), a SCADA/Telemetry team, and a NATA accredited lab.
THE OPPORTUNITY
As the Reticulation Networks Manager, you will lead the Community Utilities Operations - Reticulation Networks Team, with 3 direct and 30+ indirect reports, ensuring the daily operations, maintenance and repairs of our water and sewer assets deliver the required level of service to our community.
You will work collaboratively with a supportive leadership team, charged with operating a vast utilities network delivering essential services. Council utilises state-of-the-art maintenance technologies including an annual ice pigging program for water mains, a significant relining program for sewer mains and an Inflow & Infiltration investigation program.
This position reports into the Group Manager Utilities Operations.
KEY RESPONSIBILTIES
Manage a team who provide operational maintenance and repair services for water and sewer infrastructure across the Port Macquarie-Hastings Council local government area. Deliver capital projects in accordance with the adopted Project Management Framework. Contribute to the development, update and maintenance of the Water and Sewer Management Plans in accordance with Council's adopted processes. Manage people and their performance, enhancing their individual and group potential to an optimal level. Manage financial budgets for the division, ensuring financial sustainability. Ensure the after-hours and on-call services are well managed, participation in the on-call roster will be required.
Benefits
This this full-time permanent position offers a competitive salary package including an annual base salary between $118,327 and $133,188, plus 11% superannuation, 3.5% civil liability allowance, an on-call allowance and call-out payments. A vehicle allowance of $10,500 per annum (or a leaseback vehicle) is also available. Relocation assistance or short-term rental contributions can also be made available.

CRITERIA
To Be Considered You Must Have
A degree in Civil Engineering or a related relevant Engineering discipline. Proven experience in municipal water and wastewater infrastructure operation and maintenance management. Demonstrated ability to communicate, liaise and negotiate with internal and external stakeholders, including with the local community and businesses. Experience in leading staff and managing and reviewing staff performance. Understanding of procurement processes, including tenders and contract management. Experience in contractor management. Current unrestricted Class C driver licence.
Ideally, you will also have (but not mandatory):
Knowledge of relevant legislation and regulations. Experience in a leadership role within or for Local Government. Experience in project management. Experience in budget management. Experience in asset management, maintenance and lifecycle planning. Professional member of the Institution of Engineers Australia.
