The Social Services Regulator is a statutory authority that was established under the Social Services Regulations Act 2021 (the Act). The Act gives effect to a comprehensive new regulatory scheme that aims to keep Victoria's social service users safe from harms such as abuse and neglect. The purpose of the scheme is to:Support the safe delivery of social servicesEmbed a new set of Social Service standards for all service providersEnsure service providers understand their role in protecting the rights of social service usersDefine roles and responsibilities of service providersGive the Regulator monitoring and enforcement powers to respond to risks of harmImprove information sharing between regulators so they can identify and respond to risks of harmReplace the framework previously overseen by the Human Services RegulatorThe scheme applies to prescribed services set out in the Social Services Regulations 2023 (Regulations). They include:Child protection servicesCommunity based child and family servicesDisability servicesFamily violence servicesHomelessness servicesOut of home care servicesSecure welfare servicesSexual assault servicesSupported residential servicesTHE ROLEThe Regulatory Officer supports regulated entities' compliance with relevant legislative and regulatory obligations and assists with activities in the East, South, West and North Divisions when directed by the relevant divisional Team Leader, Regulatory Compliance and Enforcement. This includes conducting monitoring activities of regulated entities, providing regulatory advice and guidance to promote compliance with legislative obligations, and implementing the full suite of regulatory tools, including sanctions, to address non-compliance.ACCOUNTABILITIES INCLUDESupport complex, sensitive inspections and investigations of regulated entities (both proactive and responsive), negotiate resolution and – where necessary – prepare and present evidence to inform regulatory action.Provide advice and guidance to regulated entities on behalf of the Social Services Regulator in complex matters to support their compliance with regulatory responsibilities.Provide advice, recommendations and innovative program options and solutions to the Team Leader to support continuous improvement of the unit's regulatory approach.COVID-19 VACCINATIONThe regulator strongly recommends (but does not mandate) that employees maintain their COVID-19 vaccination status in accordance with current ATAGI (Australian Technical Advisory Group on Immunisation) advice, given their individual circumstances.
