Job Summary: As the Regional Manager of Supply Chain, you will be responsible for all assigned office Supply Chain activities (Contracts & Procurement) carried out in Asia Pacific where you will implement corporate supply chain processes, procedures, plans and initiatives in support of the requirements of the global business unit, making decisions and recommendations that have a major impact on supply chain and related activities in the regional business office.
Demonstrating excellent communication skills, you will negotiate major Supply Chain issues with top-level staff and officers of client companies.
Please note, this role will require travel to Perth as required. Major Responsibilities: Manages and monitors Supply Chain for assigned global business unit office. Maintains communications with organization and client personnel assigned to project teams to ensure that the services of the Supply Chain team meet the needs of the global business unit and its clients. Provides direction in developing the projects' Supply Chain strategies based on applicable laws and Bechtel's license(s) in the executing location(s), Customer requirements, and the overall project execution strategy considering project risk, pricing, scope, and schedule. Uses the supply chain strategy to prepare and implement a project's execution plan. Participates with other global business unit functional managers in the business unit's business development efforts, feasibility studies, project planning, and provides support in client contract negotiations to give supply chain input, communicate the capabilities and anticipates supply chain requirements and staffing. Reviews salary plan with as required with functional and operational groups for concurrence. Reviews staffing plans and personnel actions with the global business unit manager and global business unit supply chain operations manager, or designee, to ensure consistency with global business unit practices and needs. Assists with in-depth Supply Chain audits of the activities of projects. Other responsibilities as designated. Education and Experience Requirements: Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering, or equivalent. Required Knowledge and Skills: Proficiency and experience in project procurement operations at both jobsites and office locations. Knowledge of personnel procedures and policy. Experience and skill in supervision, including selection, hiring, training, development, performance evaluation, career counselling, and salary administration. Thorough knowledge of planning, scheduling, cost control, and quality control functions. Experience and/or familiarity with expediting, purchasing, supplier quality, traffic and logistics, and field procurement operations. Demonstrated experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling. Proficiency in the formation and administration of (sub)contracts from bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, through award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps. Direct experience in managing workload distribution and execution of the work, as well as personnel interviewing, selection, development and coaching, salary planning, classification changes, performance evaluation, career counselling, transfers, and terminations. Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial procurement regulations and practices, Bechtel policies, procedures, and work practices. Has broad knowledge of contracts management or claims primarily on domestic projects, typically in one contract specialty. Manages Procurement operations for a regional office that is an extension of a global business unit office or manages Procurement operations for a small or medium size global business unit.
