About usThe Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the roleBuilding and Property Operations leads the department's building, property and facilities management functions to ensure assets are fit for purpose, available and accessible to support departmental and operational requirements. The Asset Management team provides the strategic direction for the lifecycle management of the department's non-current assets ensuring that QFD's workforce have access to fit-for-purpose and sustainable assets that enable and support the delivery of fire and emergency services to the Queensland community.
Reporting to the Executive Manager, you will deliver minor works projects across the state, and undertake asset related activities to manage corporate assets. You will provide strategic and policy advice, guidance and support, actioning matters related to asset performance and maintenance, and the effective utilisation of the department's assets. You will contribute to the Asset Services Directorate's development of project management plans relative to local delivery of minor capital works, asset maintenance and repairs, and developing, reviewing and enhancing asset management plans, programs, policies and procedures from the perspective of ensuring corporate assets provide optimal performance.
Key requirementsMandatory requirements Minimum C Class driver's licence (non-restricted).Highly desirable requirements Knowledge and/or experience or qualifications in project management methodologies.Knowledge and/or experience in asset management processes and practices across the public sector.Experience with the use of financial management systems, including: processing and maintaining assets, processing of accounts payable invoices and organising payments, and ledger reconciliations.Experience in the development of asset maintenance schedules.Special requirements The incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required, with the possibility of overnight stays.Your key accountabilitiesYour part in the ongoing success of our department, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
Manage the corporate asset portfolio by reviewing, evaluating and monitoring the asset lifecycle performance, including the procurement of, and analysis of asset condition assessment reports for allocated assets against key performance indicators.Interpret and apply government, legislative, and departmental policy and procedural requirements to ensure governance and compliance is maintained in delivering all asset management activities and advice.Manage and oversee project planning and deliver all minor works projects, including management of contracts and specialist advisor engagements, in line with best practice project and governance frameworks.Contribute to the development of asset management plans, programs and systems, policy and procedures, identifying issues and providing continuous improvement strategies, and customer service support in the delivery of products and services.Coordinate and deliver planned and unplanned maintenance of corporate assets with respect to maintenance scheduling plans and approved departmental asset management policy and procedures.Review and evaluate tenders and contracts, and coordinate quality control, through meeting with stakeholders; reviewing feedback; and disseminating information to ensure best value and project deliverables are achieved.Develop and maintain strong internal and external stakeholder relationships to inform asset investment and lifecycle management planning, promote best practice and ensure service delivery objectives meet departmental needs.Prepare timely and well-researched advice, correspondence, presentations, briefings, reports and submissions to support reporting requirements and decision-making process, in accordance with departmental requirements and governance.CapabilitiesTo determine your suitability for the role, you will be assessed on the following Leadership Competencies for Queensland behavioural profiles that link to the "key accountabilities" for this role:
