The High Risk Offender Management Unit (HROMU) is responsible for coordinating and undertaking key functions associated with the management of prisoners and offenders under the Dangerous Prisoners Sexual Offenders Act 2003 (DPSOA) across the state.

Yearly salary: Fortnightly salary: Total remuneration: Salary Other: The Regional Manager will provide high level leadership, advice and direction of key agency functions in relation to the management of high risk offenders and electronic monitoring.
In this role you will: Lead the strategic development of DPSOA initiatives within QCS, including the provision of high-level expert advice and the development and implementation of policies and procedures for the management of DPSOA offenders across the State. Contribute to the development, promotion and implementation of the agency's strategic goals and direction and implement project activities across the region as detailed in the Agency Strategic Plan and other planning documents. Manage an approved recurrent and capital budget for the region in accordance with relevant legislation, standards, rules, procedures and delegations. Monitor monthly financial statements and devise and implement strategies to respond to budget trends. Provide advice to the General Manager Probation & Parole, Statewide Operations on operational issues and ensure that appropriate remedial initiatives are developed, implemented and evaluated where necessary. Lead and manage staff within the High Risk Offender Management Unit (HROMU) and operational staff managing DPSOA offenders in the community. Maintain high standards of management practices that facilitate effective supervision and improved reintegration and rehabilitation of offenders who are subject to community supervision orders. Develop Human Resource Management plans for the region and oversee the implementation of human resource management systems in District Offices including equal employment opportunity, recruitment and selection, leave, deployment, establishment management, training and development, performance management, occupational health and safety, employee relations and staff communications. Manage the workload and work practices of staff and facilitate the training and professional development needs of staff. Proactively manage the work performance and personal conduct of employees in accordance with the responsibilities under the Public Service Act and maintain own level of knowledge of legislation, policies and procedures relevant to managing staff and contemporary management practices. Direct the utilisation of resources, training and professional development associated with managing DPSOA offenders and electronic monitoring. Promote the activities of Probation and Parole Services and enhance relationships with key stakeholders, such as Justice and Attorney-General, Crown Law, and Queensland Police Service. Ensure the appropriate exchange of information with the Queensland Police Service, other agencies and government Agencies and represent the Agency in community forums to optimise offender management consistent with community expectations.
