Note: This position is 100% remote, offers a flexible schedule, serves statewide, and requires travel and some in-person meetings.
We are looking to hire an individual with expertise on federal and state regulations and policies and procedures related to Part C of the Individuals with Disabilities Education Act (IDEA). The position will be joining the Accountability and Quality Improvement team with the Early Support for Infants and Toddlers (ESIT) program located in the Family and Community Supports section.
The mission of the (ESIT) Program is to build on family strengths by providing coordination, supports, resources, and services to enhance the development of children with developmental delays or disabilities through everyday learning opportunities.
ESIT offers a dynamic team environment focused on diversity, equity, inclusion, and improving outcomes for children and families in accordance with the Individuals with Disabilities Education Act, Part C.
The Opportunity: In your role as a Quality Improvement Social Service Training Specialist, you will be responsible for coordinating and managing complex and multi-dimensional accountability structures and assisting the Accountability & Quality Improvement Manager in development, implementation, and evaluation of a comprehensive, risk-based ESIT-Statewide Integrated Monitoring System (E-SIMS) with a balanced focus on compliance, continuous quality improvement, fiscal accountability, and outcomes throughout the state.
This position ensures that ESIT provider agencies receive the training and technical assistance necessary to ensure their capacity to maintain and implement the required elements of state and federal early intervention laws and regulations in a manner consistent with DCYF values including integrity, compassion, transparency, respect, and inclusion.
Some of what you will do: Develop and implement high quality, consistent statewide training for ESIT Provider Agencies and County Lead Agencies (CLAs) on the E-SIMS.Develop processes to effectively leverage monitoring results to influence policy revisions and expansion of Child Find and referral activities focused on reaching communities of color and other historically marginalized communities.Design and implement risk-based assessment instrument(s).Perform complex file reviews and systems analysis program reviews; identifies statewide trends and training needs for ESIT Provider Agencies.Analyze and disaggregate data by programs/agencies, demographics, and other variables.Identify research-based mechanisms for managing and implementing informal and formal dispute resolution procedures.Present compliance and outcome data to relevant internal and external partners using clear and concise reporting methods.Work collaboratively with contractors and other key internal and external partners to develop and implement processes that allow for necessary adjustments to performance based contracting strategies.Provide expert analysis and interpretation of technically challenging federal and state policy and regulatory guidance to ESIT Provider Agencies and CLAs through skilled facilitation, training, and the provision of technical assistance.Provide coaching and training to ESIT Provider Agencies and CLAs on the Statement of Work and contract requirements.Required Qualifications: Equivalent education or professional experience totaling six (6) years in early childhood, early intervention, early childhood special education, or a related field that includes planning, administering, monitoring, evaluating, and/or delivering infant/toddler or early childhood intervention services.OR
A Bachelor's degree in early childhood, early intervention, early childhood special education, or a related field AND four years of professional experience planning, administering, monitoring, evaluating, and/or delivering infant/toddler or early childhood intervention services.OR
A Master's degree in early childhood, early intervention, early childhood special education, or a related field AND two years of professional experience planning, administering, monitoring, evaluating, and/or delivering infant/toddler or early childhood intervention services.In addition to those required qualifications, our ideal applicant will also have some or all of the following: Skilled in Microsoft Office Suite.Experience with research-based analytics including the use of Logic Models to plan, implement, and evaluate complex, comprehensive, and statewide ESIT Systemic Improvement Plans.Excellent communication skills, both verbal and written, with the proven ability to make clear presentations to diverse groups.How do I apply?
