Our client a Global Oil and Gas organization in Perth CBD are currently seeking a Project Procurement Manager to join them for a 12-month contract.
Develops and manages the subcontract and procurement delivery strategy on behalf of the Project.
Engages with functional buyers to manage component (goods / services) package enquiries, evaluation, award, administration, delivery and closeout.
Constant monitoring of Project developments and intervention as necessary.
Duties and Responsibilities include, but are not limited to:Achieves on time delivery for the Project within budgetSmall team managementAutonomy in conducting all negotiations with the SupplierProject Subcontract and Project Accountabilities: Ensures that the Project policies, procedures and schedule are aligned to the Procurement Department activitiesSupervises and harmonises the activities of buyers and subcontract specialists working on the ProjectEnsure that Suppliers engaged are pre-qualified and (if required) appropriately notified to ClientCreate the subcontract and procurement plan for the ProjectEnsure that budgets are appropriately allocated to Project packagesFollow buyer package enquiries, evaluation and award to ensure Project and department alignmentEvaluate and feedback insufficient package budgetsManagement of local content requirementsInput into Project reporting requirementsEngagement with GSP Global CategoryPackage Award: Preparation of Invitation to Tender packages in conjunction with project engineers including QHSE documentationAllocation and negotiation of standard terms and conditions of subcontract,Selection of bidders within the approved vendors list in coordination with the category managementCommercial evaluation & negotiation with tenderers and preparation for AwardPackage Administration: Kick off meetings and defining suitable administrative processesRFQs, instructions, variation requests and variation ordersMonitor and expedite deliveryEvaluation and agreement of subcontractor interim progress claims and invoicingAssessment, negotiation and agreement of subcontractor variations and claimsEvaluation, negotiation and agreement of Subcontractor final accounts & closeoutKey Skills and Experience Required: Bachelor Degree or Other relevant education: Engineering, Commerce or Business such as Construction Management, Quantity Surveyor or Supply ChainA sound understanding of the principles of contracts law and business ethics and the contractual / commercial principles adopted within the industryA sound understanding of Project Management principles including scope, schedule and cost managementAt least 10 years relevant experience as Subcontracts/Contracts Engineer within an EPC Nice to have:Experience in procurement of oil and gas productsUnderstanding of SAP or OracleUnderstanding of schedules including baselines, milestone dates and floatUnderstanding of budgets
