OVERVIEW - City Within a World Heritage National Park
Blue Mountains City Council (Council) is currently delivering the largest and most significant range of infrastructure projects in its history. We are undertaking this ambitious program to ensure the changing social, cultural, economic and environmental needs of our City and its community are met and exceeded. The sustainable delivery of this exciting program is core to Council's Community Strategic Plan to 2035, ensuring our unique City within a World Heritage National Park is fit for the future.
Our vision is to build a sustainable and successful future for the internationally renowned Blue Mountains, grounded in our mission to improve the well-being of our community and the environment. Council has six key goals – to lead, protect, live, care, move and thrive – all designed to ensure that Council, its community, visitors, partners and stakeholders positively contribute to a 'Sustainable Blue Mountains Together'.
High profile grant funding has been secured to assist Council achieve its vision and mission, including the Western Parkland City Liveability Program, part of the Western Sydney City Deal (WSCD), as well as extensive regional development and disasterrecovery program grants. Council is also in the process of securing funding from the NSW Government's WestInvest program.
Through these partnerships, Council aims to deliver an extensive portfolio of recreation, visitor, cultural, environmental and civic projects. Exceptional project management is essential to ensure successful delivery for the City and its community.

POSITION PURPOSEA four year term contract, this position will focus on the dedicated project management of specific grant funded projects, initially across the Liveability Program, then transitioning to WestInvest projects and related infrastructure delivery programs.The position will manage contractors, consultants and internal teams within Council to deliver high-quality, long-term outcomes for the organisation and community, to ensure a sustainable Blue Mountains.
KEY RESPONSIBILITIES
• Lead, plan and manage high profile capital works projects, ensuring effective and appropriate stakeholder engagement and management, employing best practiceproject management and delivery methodologies
• Manage contractors, consultants, stakeholders and Project Control Groups
• Prepare and manage contract and consultancy briefs, including Requests for Quotation and Requests for Tender
• Plan and coordinate the project's community engagement and stakeholder consultation process, including with Traditional Owners, in consultation with theCommunications Team
• Prepare correspondence including discussion papers, Council reports and letters on the project or related matters or as directed
• Transition to similar project management work across Council's grant funded programs, including but not limited to WestInvest projects

In addition you are required at all times to comply with Councils Asbestos Management Plan and Policy.Compliance & RiskYou are responsible for ensuring that you conduct your risk management responsibilities as described in council's Enterprise Risk Management (ERM) Policy and Procedure (the ERM Framework) with the goal of ensuring that potential issues are identified and reported in a timely manner. In undertaking your work should you identify contaminated land or potentially contaminated land, including but not limited to asbestos contamination you are required to notify your supervisor immediately.
COMMUNICATIONThe Project Manager communicates on a daily basis with a wide range of people bothinternally and externally, including close liaison with Council's Communication &Marketing Service.

It includes communication at all levels within the Directorate and across Council, and contact with the community, stakeholders and partners. It also includes engagement and briefings with Council, government agencies and businesses.This position requires a high level of written and oral communication skills including but not limited to development of project related Council reports, memos, monthly reports to other Government funding organisations, project reports, letters, project management tracking spreadsheets and a range of other government related correspondence.The position is required to provide concise, accurate and clearly articulated advice.
JUDGEMENT & PROBLEM SOLVINGThe Project Manager requires a high level of sound judgement and problem solving skills.These skills will need to be applied in a practical manner in handling project management issues, along with interpersonal skills in engaging with various stakeholders and other interested parties.The applicant will need to demonstrate:
• a strong ability to deal with problems and project management issues, seeking the best solution with regard to various internal and external stakeholders
• a sound ability to formulate and structure ideas and plans, and translate into strategic and technical advice to the Program Leader – Special Projects
• effective interpersonal skills to resolve conflict, and to persuade and influence others, including stakeholders across the Organisation to achieve results

• the maturity to keep the Program Leader – Special Projects informed and ask for help when needed.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIESESSENTIAL
• Demonstrated experience and ability in contract management and procurement, including Request for Quote (RFQ) and Request for Tender (RFT), as it relates toconstruction design and delivery in a government environment
• Demonstrated ability to identify, critically analyse, formulate and deliver solutions to a range of project management challenges as they arise
• Demonstrated communication and representation skills, including the ability to effectively engage with a range of internal and external stakeholders includingcontractors, consultants, community and special interest groups
• Experience in working with quantity surveyors, planners, design consultants, construction contractors, project/program budget preparation, management andmonitoring and reporting against program and project targets
• A detailed understanding of hazardous materials and contaminated sites and how to effectively manage these sites in relation to the Work Health and Safety Act, Council policies and guidelines to ensure the safety of the community, council contractors and council employees

REQUIRED QUALIFICATIONS
• Current NSW Drivers Licence (Class C)
• Tertiary qualifications in project management and or significant project management experience in the management of design and construction projects
DESIRABLE
• Demonstrated experience in community engagement and working with public or community groups in the development of designs for public facilities
• Understanding of local government regulatory framework requirements
• Qualifications in a project related discipline such as Civil Engineering or Architecture
• Completion of WHS Induction Training for Construction Work (White Card)
