The Department of Transport and Main Roads (TMR) invites offers for the provision of goods and services as specified in Section 1 - Requirements.Description of Goods and/or Services:Rail Planning Program – Project Management ServicesSpecifications / Scope:Background Policy, Planning and Investment Division (PPI) within the Department of Transport and Main Roads (TMR) defines and shapes key strategies, policies, and investment planning for an integrated transport system that supports the safe and efficient movement of people and goods, while delivering value for the community.The Rail Planning team within Transport, Strategy and Planning (TSP) Branch of PPI is responsible for delivering major rail planning projects. Key projects/activities within the team include, but are not limited to: Salisbury to Beaudesert Passenger RailIpswich to Springfield Public Transport CorridorSEQ Level Crossing ProgramPort of Brisbane Further PlanningTMR has a leadership role in working collaboratively with key stakeholders for these and other projects to ensure planning and proposed infrastructure solutions integrate well and support broader transport network outcomes, enables customer-focused, modern and seamless services, and provides maximum public value for the significant investment committed by governments.ScopeThe Rail Planning team in TSP is seeking to appoint a number of high-quality Project Managers to assist TMR in delivering major rail planning projects within TSP Branch. The services sought will focus on but not be limited to the management of a single major rail planning project and associated activities.The responsibilities of the Project Managers include, but are not limited to:
Ensuring planning and projects are guided by, and work towards, TMR's strategic objectives and vision for the rail network.Supporting TMR in the efficient delivery of major rail planning projects within overarching programs and through the project lifecycle, from rail corridor identification through to project appraisals using the Queensland Government's Project Assessment Framework (PAF).Supporting TMR in the management of major rail planning projects to ensure high-quality project outputs are delivered on time and within budget.Assisting TMR in preparing scoping documents, project plans, and procurement documentation.Guiding specialist technical consultant services engaged by TMR to deliver technical activities, studies, and investigations.Developing collaborative relationships with internal and external stakeholders.Involvement in project governance group meetings, including leading groups as required, acting as secretariat, preparation of minutes and agenda, and developing and delivering presentations.Providing general technical rail and transport infrastructure advice.Assisting in the development of project correspondence, briefing materials, project communications plans, and collateral, as required.Briefing Ministers, local, state, and federal elected representatives, senior government officers (at all levels), and similar officials, as required.Identifying and managing reputational and delivery risks.Assisting in completing project reporting, scheduling, and risk registers.Delivering mentoring and professional development to the Rail Planning team, and contributing to the improved productivity of TMR's business.Project Managers will be required to work on a full-time basis, five (5) days per week and are expected to be embedded within TSP's Rail Planning team for the entirety of the engagement, located at 61 Mary Street, Brisbane, and in accordance with PPI's general work arrangements. Project Manager positions are one (1) full-time equivalent (FTE) each. No part-time or job-sharing proposals will be considered for this contract.Delivery period:February 2025 – December 2026 with possible incremental extension to suit project requirements (subject to TMR approval).Key deliverables / milestones:Progress of work will be monitored through submission of a monthly progress (or as needed) report to the TMR Contract Manager. Specific milestones and deliverables will be discussed upon appointment and once project responsibilities are confirmed.Criteria 1:Relevant skills, experience, and knowledge Demonstrated knowledge and ability, including previous relevant experience and performance, in rail planning and/or rail infrastructure design.Demonstrated ability to project manage large, complex transport planning projects.Proven knowledge and/or ability to deliver projects within Queensland's Project Assessment Framework (PAF).Number and nature of similar rail projects the offeror has worked on with relevant, significant personal achievements on these projects.Ability to independently apply planning and design skills and knowledge to develop solutions that meet client requirements and contributed to the development of others.Demonstrated understanding of current issues, constraints, and opportunities associated with planning major rail initiatives in South East Queensland, related projects, and relevant stakeholders.Criteria 2:Approach to program, project, and quality managementDemonstrated ability to plan and manage projects to achieve best practice outcomes.Demonstrated ability to proactively manage performance to deliver projects within budget and timeframes, and to produce high-quality deliverables/outputs.Ability to apply a high level of understanding of project risk management.Demonstrated experience in delivering projects in partnership with key stakeholders including all three tiers (federal/state/local) of Government.Ability to self-direct (i.e., can independently decide on a course of action to achieve objectives) and work flexibly without supervision (i.e., effectively manages new and unexpected events and demonstrates judgement about when to escalate issues).Ability to accurately read situations and group dynamics, navigate complex and ambiguous environments in the absence of complete information, understand areas of stakeholder sensitivity and risk, and use judgement when deciding how to proceed.Ensure continuity and availability over the contract period.Ability to proactively manage probity and confidentiality issues. #J-18808-Ljbffr
