Gong-Dal Aboriginal Corporation (GDAC) was established in 2014 by Yolngu Leaders from Gapuwiyak and surrounding homelands as a not-for-profit social enterprise and charity for the benefit of all Yolngu clans in the Miyarrka region of East Arnhem Land.
Over the past 10 years, GDAC have established their own businesses as well as initiating and developing several projects and programs that operate in partnership, alliance and collaboration with non-government organisations and government agencies.
About the Opportunity GDAC has been contracted by the Northern Territory Department of Territory Families, Housing and Communities (TFHC) to develop and operate a Child and Family Centre for Gapuwiyak and surrounding Homelands.
The objectives of Child and Family Centre's are:
To assist and support local families experiencing or at risk of vulnerability to address their needs. To strengthen community leadership and capacity to support families to raise children. To put in place strong, sustainable and accountable systems for improving child and family wellbeing. To ensure the success of this place-based and Yolngu-led initiative, ARDS and Anglicare-NT (A-NT) have been sub-contracted as partner organisations to support GDAC to develop its capacity to operate the CFC, and to facilitate community engagement in the co-design and development of the CFC, its systems, processes and resources using a Yolngu-led, ground-up, both-ways approach.
Out of the Co-Design Phase in 2024, we have developed a comprehensive and holistic 'framework' for the Gapuwiyak and Homelands Child and Family Centre On-Country (CFCOC), and a Service Delivery Plan (SDP) to guide the CFCOC Establishment Phase over 2025 – 2026. The framework defines the domains and elements needed to promote and strengthen gurrutu (kinship) connections and Yolngu practices for child and family wellbeing, and to improve service integration and access to culturally congruent mainstream services for families living in Gapuwiyak and surrounding Homelands.
As Project Manager you work closely with Yolngu CFCOC Co-Managers, the CFCOC Leadership Group, GDAC General Manager, ARDS, A-NT and key stakeholders, to facilitate the phased establishment and implementation of the CFCOC guided by the CFCOC Framework to ensure the successful establishment and operation of the CFCOC that fulfills community aspirations for family support services. This will include coordinating the delivery of supports to families, standing alongside families as they navigate the non-Yolngu service system and facilitating inter-cultural dialogue between Yolngu families and non-Yolngu service providers.
Note : This is a one-to-two-year full-time position. Ideally the right candidate will spend at least 50% of their time in Gapuwiyak and/or working in Homeland communities.
Key areas of responsibility include: Facilitating the establishment of an operational CFCOC guided by the CFCOC Framework and Service Delivery Plan. Developing and maintaining strong working relationships with the Yolngu Co-Managers, GDAC General Manager, CFCOC Leadership Group, and ARDS and A-NT team members. Recruiting and mentoring Yolngu CFCOC staff. Fostering a positive ground-up and both-ways workplace culture consistent with GDAC guiding principles (values) in which everyone is working and learning together. Facilitating the development of CFCOC business/practice processes and user-friendly operational documentation. Developing and distributing marketing and promotional resources. Maintaining strong relationships with service providers and external stakeholders. Supporting the development and maintenance of CFCOC facilities, vehicles, equipment, and resources. Managing funding opportunities and budgets. Essential skills and experience: Proven track record in project management, including budgeting, planning, and report-writing. Experience managing culturally congruent early childhood and parenting support services, preferably in a remote location. Experience in fostering ground-up, both-ways learning in the workplace. Experience working in and/or living in remote Aboriginal communities. Strong inter-cultural staff development, supervision, and mentoring skills. Good knowledge of external legislation, policies, and processes impacting Yolngu children and families. Excellent communication and negotiation skills. Ability to work collaboratively within a team and independently. Yolngu cultural competency training or a willingness to undertake it is desirable, along with the ability to speak effectively in Yolngu Matha.
