Specialist Operations (SO) has whole of Agency responsibility for oversight of identified offender groups, including high risk offenders, and for the provision of specialist services to offenders, staff and stakeholders.
The Project Manager Human Resources (HR) will lead the development of innovative and fit for purpose human resource solutions for the psychological and counselling workforce, including contributing to the development of flexible options, and attraction and recruitment strategies in line with critical operational needs. This role will also provide extensive, expert knowledge and experience in advising on all aspects of the attraction and recruitment of staff within the policy and legislative framework policy under which QCS operates.

The essential requirements for this role are: - Experience in the identification, design and implementation of strategies and solutions relating to strategic workforce management and planning
- Demonstrated experience in HR Recruitment at a senior level
- Demonstrated ability to manage the team to organise work priorities to ensure delivery on broader organisational commitments
- Management skills, including project, human resource, and financial management skills, to ensure the effective utilisation of resources, and management of change impact
- Ability to deliver high quality services in a dynamic, complex and changing work environment with a comprehensive reform agenda
- Strategic analysis, policy and planning to identify risks and empowers others to incorporate risk management into planning
- Communication and interpersonal skills for collaborating with internal and external clients at all levels
- Demonstrated capacity to communicate with all levels of employees and management and influence outcomes and establish credibility with senior leaders
