Primary objective To provide expert technical advice and support in driving the engineering design process for Darwin Region Water Supply Program (DRWSP).
Context statement Infrastructure NT, the Northern Territory's infrastructure body, undertakes strategic infrastructure planning and development that coordinates and aligns infrastructure needs with economic and population growth, and delivers nationally significant infrastructure projects.
The AROWS project is a unique and innovative major water infrastructure project that can deliver complementary outcomes of water availability and environmental sustainability on a scale not seen anywhere else in Australia.
Key duties and responsibilities Manage negotiations with a strong grasp of the key issues, anticipating stakeholders' expectations and concerns, encouraging the support of relevant stakeholders.
Provide high level professional written and verbal advice to stakeholders, senior management and project managers within allocated portfolio of projects.
Provide advice and support to management on matters relating to planning of the civil engineering components of the project including dam, piping and pump construction, earthworks, roadworks and other related activities.
Provide contract management for major contracts relating to delivery of key design activities, including concept design of the DRWSP.
Maintain collaborative partnerships with the project team members, key internal and external stakeholders including an interagency Technical Working Group.
Provide critical analysis and advice to senior management, in particular on the integration of engineering activities into other work streams.
Prepare work scopes and briefs for studies and investigations, including geotechnical, to enable tendering of project packages to consultants.
Manage and monitor the performance of consultants to achieve timely completion and quality of deliverables.
Manage and update project cost estimates and schedule to inform the ongoing assessment and risk management for project delivery.
Selection criteria Essential A degree in Civil Engineering or similar field and registration, or eligibility for registration with Engineers Australia.
High level professional knowledge with sound experience in civil design, construction and maintenance techniques and practices, including water supply associated structures, land servicing and hydraulics and best practice environmental management, with particular reference to the NT.
Strong Project Management knowledge and experience in Contract Management, development and interpretation of design and construction tender documentation and procurement processes.
Experience in contract and stakeholder negotiations, influencing, and dispute resolution and relationship management.
Demonstrated ability to approach negotiations with a strong grasp of the key issues, anticipating stakeholders' expectations and concerns, encouraging the support of relevant stakeholders.
High level written and verbal communication skills in presentations, contractual correspondence, briefings and authority submissions including the ability to clearly articulate complex concepts and critical issues with simplicity.
Desirable Post graduate qualification in Project Management or similar.
