Project Manager - Defence Service Homes Insurance
Established pursuant to the Defence Service Homes Act 1918, DSH Insurance was established to provide home building insurance to protect the homes of men and women returning from WWI who obtained subsidised housing loans. From 1 January 2020, eligibility to access DSH Insurance was expanded to include all current and former members of the ADF with at least one day of service. This includes Reservists, Peacekeepers, and widows/widowers of those ADF members.
The strategic reform project of DSH Insurance is a complex project involving all elements of the Scheme to enhance the ongoing financial viability of the DSH Insurance Scheme. This role will be accountable for working with the DSH Insurance National Manager to deliver legislative and Insurance Partner reforms.
The project will also involve working closely with internal DVA business areas, collaborating with the DSH Insurance leadership team and various external commercial stakeholders, to deliver project outcomes.
The key duties of the position include:

Working with the National Manager, DSH Insurance, lead the development, design and implementation of strategic reform for the Scheme including, implementation of external review recommendations and budget submission on a range of options regarding the future viability of the Scheme and liaison of internal and external stakeholders;
Develop high quality project artefacts to drive the strategic project outcomes using relevant DVA templates, including project management plan, budget, risks, schedule and benefits;
Demonstrate knowledge of project management principles, methodology and disciplines and ability to effectively deliver reforms within a complex service environment;
Be a clear communicator and team player, who is able to define project scope, objectives and deliverables to support business goals;
Provide reporting to the National Manager, and the DSH Insurance Advisory Board, ensuring clear communication of project progress and key milestones;
Demonstrate innovation to resolve project blockers to achieve project outcomes;
Review technical content of submissions for adequacy, compliance, value for money and fitness for purpose;
Coordination of input from various DVA business areas as required;
Supporting the National Manager and other Assistant Directors with ad hoc tasks and projects to support the broader work of the Scheme.
Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.
The successful candidate will be required obtain and maintain a Baseline Vetting (AGSVA) security clearance.

Where a non-ongoing position is offered, the role will be filled for an initial specified term of up to 23 months. A merit pool of suitable applicants may be created which may be used to fill future ongoing and non-ongoing vacancies should they become available over the next 18 months. Successful applicants engaged into the APS will be subject to a probation period.
