Project Manager - Community Infrastructure One of Victoria's most recognisable, iconic and customer centric community organisations is seeking to appoint an experienced Project Manager to join their high-performing infrastructure directorate with the aim of continuing to lift the department's Project Management capability.

Reporting to the General Manager Capital Works & Assets, this is a pivotal leadership position in the directorate, tasked with both continuing to deliver projects to a high level as part of the team, but also bringing expertise that can help to lift the project management capacity of the broader directorate.

The directorate currently looks after delivery of projects as part of a $40m capital program, which will be moving towards $50m annually in the next 2 years. The projects range in size and scope, with the current largest project being of $21m value.

The role will ensure that a high level of performance and engagement is constantly delivered, security services are efficient and effective and the service contract compliance is maintained to support the risk management, as well as ensuring the customer operations teams are empowered to perform duties for positive outcomes.

The Project Manager will work collaboratively with peers focusing on supporting the organisation to implement nominated projects in a safe and strategic manner.

Key responsibilities will include: Lead the planning and delivery of multiple concurrent projects, ensuring effective project planning, governance and reporting mechanisms are developed and implemented that meet the needs of the CEO, Executive and other key stakeholders Foster an integrated approach to decision making regarding major projects and other significant planning, property and development matters Lead high-quality consultation and engagement with stakeholders and community required to inform major project design and delivery Provide leadership and expertise in relation to project feasibility and delivery, including project formulation, the development of consultant and design briefs, management of subsequent engagements and as necessary, conflict and issue resolution Lead feasibility studies, master planning, schematic and concept design, design development, tender documentation, procurement and reporting under the organisation's Project Management Framework Work with the broader team to build their skillset in project management, contract management, cost management, due diligence and delivery Support the General Manager in the strategic development of the preliminary, investigation and feasibility programs, infrastructure programs and other civil construction works Assess project delivery feasibility, coordinate due diligence and quantity assessments, and contribute to concept development at project initiation. Provide accurate and timely advice and information to the on the status of the nominated projects via the PMO and project governance bodies. Working with the planning and design leads to initiate projects through project scope definition, success metrics and criteria, project budgets and funding, project prioritisation and resourcing requirements. Lead evaluation panels for tender evaluations, helping non-technical members in their understanding against benefit criteria through appropriate query and investigation of products or suppliers being evaluated. To be successful in this role, candidates will bring specialist knowledge and demonstrated experience in leading project delivery, with strong expertise in portfolio and project management, including development and oversight of project management plans and budgets, preferably from within or for the public sector. A highly developed specialist knowledge of planning, legislation and policy requirements associated with role will be critical, as will a sound understanding of the political context and the ability to develop strong relationships with all key stakeholders.
Tertiary qualifications are expected in project management, urban design, engineering or a relevant discipline, with significant and diverse experience in both operational areas and leadership and demonstrated leadership qualities, developed within a relevant multi-disciplined environment.

Candidates will be motivated to drive change and maintain a high standard of personal and professional integrity, with demonstrable commercial acumen and the ability to work successfully in a political environment positioning the incumbents well for success in these highly rewarding and impactful roles. Above all, candidates will need to be highly effective in working collaboratively and sensitively to deliver outcomes in a dynamic, complex environment.
