Our teamThe Digital Earth Branch enables access to over 30 years of free and open satellite data and derived information products that support decision-making across government and inform industry investment decisions in sectors ranging from mining, agriculture, environment to emergency management.
The Digital Earth Branch oversees the development and implementation of Digital Earth Australia and Digital Earth Antarctica, as well as providing support for the in-country management of Digital Earth Africa.
The Digital Earth Africa (DE Africa) program services the Earth observation analysis needs for 54 countries, providing access to a wealth of free and open information available from satellite images.
DE Africa empowers decision-makers across the African continent, using Earth observations to deliver decision-ready products enabling policy makers, scientists, the private sector, and civil society to address social, environmental, and economic changes on the continent and develop an ecosystem for innovation.
The team shares a positive culture focused on the open sharing of knowledge, continuous improvement, being solutions focused, innovating without fear, and fostering and maintaining strong partnerships with all stakeholders.
The key duties of the position include:The Program Officer is responsible for supporting the Director and team to deliver the DE Africa program through third party arrangements.
In this role you will:Work with a diverse team across multiple time zones spanning Australia, Africa and beyond.Coordinate contract and procurement activities including developing tender documentation, managing selection processes and addressing contractor performance issues.Independently monitor program activities, from daily minutiae to longer term goals, to ensure work remains on schedule.Identify and help manage program issues and risks.Maintain program records and budgets, organise documents such as program plans, reports and contracts for quick access and future reference in fit for purpose tools.Manage financial reporting and analysis, and develop, implement and monitor budget controls and strategies.Draft and review reporting material for DE Africa's funding partners and governance bodies.Engage with stakeholders to communicate project status and identify needs.Contribute to a culture of open and transparent communication, collaboration, accountability and delivery across DE Africa.To be successful you will have:the ability to work independently, under limited direction, to resolve complex issues, deliver quality outcomes and drive solutions program improvements.effective communication, both verbally and in writing – ensuring clarity and conciseness.appreciation for the politics, culture and relationship building with organisations and stakeholders across Africa.a collaborative approach across the DE Africa program team and broader stakeholder group to facilitate effective and timely sharing of information, and build and sustain long term relationships.resilience in dealing with uncertainty and change, whilst maintaining sight of the end goal to ensure successful delivery against agreed milestones.accountability for timely and accurate completion of multiple complex tasks, with a focus on driving progress.awareness of the organisation's direction and how the work of DE Africa fits into the organisation, wider community and broader government agenda.dedication to adhering to professional standards and ethical conduct, aligning with APS values and codes of conduct.Required skills, knowledge, experience and/or qualifications3+ years of experience with project and/or program coordination.3+ years of experience working with diverse stakeholders in an international and cross-cultural context.Experience with contract management and procurement.Experience with budget management systems such as Tech1.Experience with or knowledge of the Digital Earth Africa program (highly desirable).Are you unsure about applying?Did you know that a Hewlett Packard internal report found that men apply for jobs when they meet an average of 60 per cent of the job requirements?
