The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services. The Group's focus is to provide services in land administration, property information and facilitating the better use of government owned land. The Planning and Land Services group also:
ensures secure and accurate registration services for property, land and water share transactionsprovides specialist transport property services including planning, acquisition and management of land and building assets; andmanages the state's planning, building and heritage systems to shape the places and communities of Victoria.The Building Division supports and oversees 7 public entities in the building portfolio that are responsible for ensuring the effective operation of the state's building system. These entities represent the most diverse and complex range of roles and functions within the portfolios of building and planning.
About the Role This role is fixed term until 30 June 2026. The Program Manager will play a pivotal role in supporting the Building Monitor in these functions as well as governance matters for the Building Division more broadly. The role will be responsible for programming the work of the Office of the Building Monitor, including systemic issue research and analysis, data analytics, capture and tracking, and strategic planning, designed to improve building outcomes for consumers, and contribute to the management of project teams. The Office of the Building Monitor will function as an administrative office within the Building Division of DTP, well-integrated with key entities and all stakeholders in the building regulatory setting.
The Building Monitor is to advise and make recommendations to the Minister and deliver the strategy of the Office of the Building Monitor with the objective to improve consumer experiences of the building system, reduce fragmentation by identifying system-wide issues and empower consumers by enhancing awareness and understanding of systemic issues and potential remedies.
Position Outcomes / Accountabilities Lead and manage a team to provide rigorous analysis and research on a range of complex policy and reform issues, focusing on improved outcomes for domestic building consumers and formulating recommendations based on findings.Ensure that role expectations are clearly defined, monitor performance, provide timely and constructive feedback and facilitate staff development.Manage the work program of the Building Monitor and other work emergent from the Building Division as required.Work autonomously across government agencies and Departments at senior levels to build a sound picture of the practicalities for domestic building consumers in Victoria.Key Selection Criteria KNOWLEDGE AND SKILLS Project Delivery: Translates strategies into programs or projects that enable achievement of outcomes; defines governance (e.g., success measures, roles and responsibilities, progress monitoring) required to manage risks and maximize the probability of success.

Qualifications and Experience An appropriate tertiary qualification in project management that provides a strong organizational framework would be well regarded.Highly developed written communication and computer literacy skills.
