Program Manager (Data Officer)

This position is located in the Bureau of Western Hemisphere Affairs, Front Office (WHA/FO).
WHA is responsible for managing and promoting U.
S.
interests in the region by supporting democracy, trade, and sustainable economic development.
The incumbent serves as the Bureau's Chief Data Officer, leading data efforts by using innovative analytics, artificial intelligence, and technology platforms to inform strategy, shape foreign policy, and support data-informed Bureau decision making.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following: Experience leading high-priority, high visibility programs and using modern technology and advanced analytics to drive evidence-based policy and operational program decision making.
Experience building coalitions and coordinating resources to develop and implement data-driven solutions to solve complex business challenges.
Experience communicating complex analytical findings and recommendations to non-technical audiences using a variety of storytelling and visualization tools.
There is no substitute of education for specialized experience for the GS-15 position.
