THE ROLE:
As Program Manager you will lead the program design and assist in the delivery of several other programs.
You will work collaboratively within your team and flexibly across other teams and respond and adapt to changing priorities.

DUTIES INCLUDE:
Lead the delivery of existing grants programs, including undertaking program evaluation and closing programs.
Lead the design of strategic proposals for the establishment of new grants programs, including drafting grant guidelines.
Develop a strong understanding of government legislation and grant processes and procurements.
Manage the provision of policy advice and support to the Minister for Tourism, Austrade and relevant government and non-government stakeholders.
Ensure appropriate coordination between Austrade, Tourism Australia, Department of Home Affairs and the Department of Foreign Affairs and Trade for China ADS activities.
Manage the regular review and implementation of the ADS scheme's governance processes such as risk management plans.
Manage the strategic relationships with key stakeholders, including engagement with TA, DFAT, HA, Chinese Government Officials and industry.
In coordination with all relevant areas of Austrade manage the Australia-China tourism relationship through:
Ensuring that the Department maintains engagement with the Chinese Government to deliver on opportunities to expand cooperation on the Australia-China Memorandum of Understanding (MOU) on Strengthening Tourism Cooperation and through the Australia China Tourism Dialogue.
Ensuring that tourism interests are appropriately represented in relation to government policy development regarding China.
Manage take-up and implementation of the ADS scheme for Inbound Tour Operators (ITOs) and Tour Guides, in line with the ADS Code of Business Standards and Ethics (ADS Code) and to the satisfaction of the Minister.
Manage the effective and efficient delivery of ADS operations through its program life cycle (including monitoring, reviewing and updating processes and procedures), in line with Austrade's program management framework.
Manage the effective delivery of compliance monitoring and relevant and timely referral of matters to appropriate government agencies where appropriate.
Manage the effective and timely delivery of secretariat support for relevant industry groups meetings, ensuring outcomes from meetings are effectively communicated to stakeholders.
Manage the effective and timely delivery of the training and upskilling of industry, ensuring regular education outcomes for both ITOs and TGs about the ADS Code, compliance monitoring and China Tourism.
Oversee the enhancement of the ADS scheme, including the revision of the ADS Code of Business Standards and Ethics and ongoing projects to encourage Inbound Tour Operators and Tour Guides to develop, promote and sell quality dual destination tours.
Oversee the enhancements, as required of the relevant IT systems the scheme uses.
Manage the resources for the scheme.
Lead program design and delivery to meet the budget commitments.
Lead and manage the work of a team that may be geographically dispersed, including establishing expectations, allocating grant assessments, scheduling and reviewing work across the grant program life-cycle, managing improvement initiatives, managing resources, performance management, contract management and exercising relevant HR and financial delegations.
Compile, analyse, and report on data and other information to inform performance monitoring, project and program design, implementation, evaluation and strategy.
Draft a range of communications and briefings to ensure the provision of quality and timely information.
Implement assessment and review processes to contribute to the continual improvement of processes and systems that support a transparent, effective and efficient grants programs.
