Isaac Region, covering an area of around 58,000km2, comprises 120km of Great Barrier Reef coastline and extends over 400km west to incorporate a rich agricultural and grazing heritage and premier metallurgical coal production. The population of 24,275 is made up of families, young people, resources and agriculture sector workers, retirees and sea/tree changers spread across 17 unique communities. The region is exposed to a range of global influences and drivers which present exciting challenges to the local government professionals who serve it.The Liveability and Sustainability Department purpose is to ensure that Isaac's future is planned in an integrated and sustainable manner. The department seeks to deliver strong social, environmental and economic outcomes for the region across its integrated planning (development assessment, strategic and infrastructure planning), environment and sustainability and administration teams.Position OverviewReporting to the Manager Liveability and Sustainability, the Program Leader - Development Assessment will take the lead role in ensuring development assessment and statutory land use planning functions are completed efficiently, effectively and collaboratively across Isaac Regional Council. You will lead and support the Development Assessment Team, including supervision of the Technical Officer - Planning, coordinate delivery of Council's development assessment and infrastructure charging responsibilities in accordance with State and Commonwealth legislation, and Council's statutory planning and policy framework. You will also manage external technical consultants in delivery of Council's development assessment functions, represent Council on planning panels, court hearings, advisory bodies and other relevant forums regarding land use planning matters and prepare complex technical reports, briefs, documentation and correspondence on land use planning and related matters.Key ResponsibilitiesLead and support the Development Assessment Team.Coordinate delivery of Council's development assessment and infrastructure charging responsibilities.Manage external technical consultants.Represent Council on planning panels and court hearings.Prepare complex technical reports and documentation.Qualifications and SkillsTo be successful, you will be a strategic leader and enabler for team growth and development, bringing your planning experience from either government or consultancy. Confident communication skills are essential with the ability to engage with stakeholders at all levels. You are a strong negotiator and have influencing skills to reach compromise for the benefit of the Council and community. You bring an aptitude for the development and implementation of key strategies, and a passion for continuous improvement of systems and processes especially in the digital space.Ideally, you'll have Tertiary qualifications in Land Use Planning or similar field, or significant demonstrated experience in a relevant role. The ideal candidate will be adept at working with diverse stakeholders to gain in-depth understanding and meet the evolving needs and expectations of Council and the community.
