Merit List/Pools and How They Will Be UsedApplicants suitable for the role but not offered the position for the current vacancy may be placed in a merit list or pool. If the applicant agrees, the results may be shared with other Australian Public Service (APS) agencies for filling similar roles. Applicants may be offered a future role without the need to reapply. A merit list or pool may be used for up to 18 months.
This merit list/pool may be used to fill other vacancies anywhere in Australia.
The RoleThe acquisition of conventionally-armed, nuclear-powered submarines is a historic and transformative endeavour for Australia. The whole-of-nation effort to safely and securely deliver the cutting-edge nuclear-powered submarine program will transform Australia's economic and national security landscape for decades to come.
The EL 2 Program Director role is highly varied and contributes to leading and developing high-performing teams to deliver a range of objectives for the Australian Submarine Agency.
On a daily basis, your team's work could range from translating policy into programs to deliver industry skills, planning and implementing programs to enable the development of new capability, or developing domestic or overseas infrastructure.
To achieve this, you will need to have the right skill set to develop, liaise, and maintain relationships with Defence stakeholders, Industry Partners, other Government Agencies, and our International Partners and counterparts to ensure ASA's programs support strategic objectives and are fit for purpose.
You will require extensive knowledge of and compliance with legislative frameworks, government decision-making, and ASA's mission and policy requirements. You will provide strategic advice to senior leadership and stakeholders, as well as lead and assume accountability for very complex work that has strategic, political, reputational, and/or operational significance.
The Program Director will provide strategic direction to the work unit, including developing business plans, strategies, and priorities, and monitor workflow and team performance. This position has people management responsibility, and as such, you will be required to exercise your people management skills and knowledge to lead a high-performing and cohesive team.

Within the Program Director function, an EL 2 Program Director is accountable under broad direction to perform and achieve complex to very complex project management work within an integrated workforce.

Accountable for providing leadership and direction to ensure a high level of integration and consistency in the management of projects and products within ASA's Capability Programs.Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility, and guiding and developing people.Accountable for planning and managing allocated resources, setting program priorities, workflows, work area strategies, and evaluating business outcomes.Provide strategic direction and clearly articulate goals to achieve program, project, and product objectives in accordance with policies and procedures.Build and sustain productive working relationships between Defence groups, Industry, Government, and our International Partners and counterparts to support ASA's programs.Engage, negotiate, and sustain working relationships on very complex issues to understand and influence the stakeholder requirements, which will involve representation on senior internal and external forums.Drive change management strategies and provide clear direction to manage performance and meet program delivery schedules.Identify risks and opportunities as they affect the delivery of the Program, ensuring their accurate representation in the ASA Risk Management Framework and that appropriate mitigation strategies are in place.Security Clearance:
