Program Controls Officer
Full-time Temporary with a Possibility of PermanencyDetails: The Suburban Land Agency (SLA) is seeking a highly skilled and motivated Program Controls Officer to support the effective delivery of projects within the ACT Government's Indicative Land Release Program.
The successful applicant will play a key role in providing program and project controls expertise across SLA's diverse portfolio of land development projects.
This role involves working closely with project delivery teams and the Project Management Office (PMO) to ensure alignment with SLA's frameworks, policies, and procedures.
This position offers the opportunity to work across multiple projects, implement best practice controls, and enhance SLA's project management frameworks.
The Program Controls Officer will manage key project documentation, support scheduling, risk management, cost control, and reporting, as well as coach project team members in best practices to achieve successful project outcomes.
The ideal candidate will be an excellent communicator with strong analytical and organisational skills, capable of thriving in a dynamic, fast-paced environment.
Key Responsibilities: Manage and mentor Project Administrators supporting SLA programs and projects.Design, implement, and manage program and project controls, including governance, scheduling, risk and issue management, cost control, change management, and reporting.Prepare high-quality project documentation, including business cases, project briefs, and reports.Set up and manage document management systems and ensure effective information distribution within project teams.Oversee scheduling activities, including critical path analysis and milestone tracking.Establish and maintain financial controls for cost and revenue forecasting and reporting.Provide technical guidance and support to project teams and coordinate updates for senior stakeholders.Lead workshops and mentor project team members in best practice project controls.Continuously improve SLA's Project Management Framework by refining tools, templates, and processes.

Eligibility/ Other Requirements: Qualifications or certifications in Project/Program/Portfolio Management or demonstrated equivalent experience.Experience in government, infrastructure, or similar complex environments.Experience in managing project financials and reporting, with proficiency in tools like Microsoft Project.Qualification or experience in Business, Contract Management, Project Management, Commercial, or Procurement.Professional/Technical Skills and Knowledge: Proven experience in project controls, including scheduling, risk management, governance, and financial management.Experience managing and implementing project controls in large, complex projects.High-level communication and stakeholder engagement skills with excellent attention to detail.Familiarity with project management frameworks and methodologies, such as PRINCE2, PMP, or Agile PM.Behavioural Capabilities: Adaptable and agile, with the ability to respond to changing business requirements and work under limited supervision.Demonstrated leadership skills and a commitment to fostering a collaborative, high-performing team culture.Strong interpersonal and stakeholder engagement skills to build productive and trusted relationships.High levels of professionalism, initiative, and self-awareness, aligned with the ACT Public Service Values and Respect Equity and Diversity (RED) principles.How to Apply: Applicants should submit:
