The CER requires a suitably experienced and qualified program assurance officer. The objective of the work of this officer is to provide independent assurance to the Senior Responsible Officer (SRO) of the CER program of approved digital projects. The successful candidate will have experience in implementing program assurance controls and monitoring projects for delivery against expected timelines, budget, outcomes, and benefits. The role will also be responsible to the SRO for the provision of a Delivery Confidence Assessment (DCA) and rating on a regular basis that will be shared with the DTA (currently semi-manual). In planning for, and executing the assurance assessments, the CER is looking for an individual who is willing to contribute as a program assurance advisor, rather than simply being a provider of assessment documentation.
Scope:The service provider must provide services in accordance with all the below requirements:Provide independent assurance through regular DCAs according to criteria provided in relevant guidelines informed by tolerance levels for each rating category.Observe the program by attending governance meetings, Agile rituals (i.e., showcases, PI planning), and review live project documentation (i.e., DevOps).Review program management documentation, such as Program status reports, Epic business cases, program roadmaps, benefits management tracker, assurance plans, risk reports, finance updates, change management plans, organizational charts, and governance frameworks.Conduct meetings with key stakeholders as necessary on the status of the program and inform observations.Report conclusions and recommendations to key stakeholders and identify areas of improvement that will assist in the delivery of the program.Flag any observations, risks, and recommendations early with CER stakeholders so remediation can be considered.Develop and implement program assurance controls as agreed by program SRO.
