Procurement Lead

Reporting directly to the Manager Strategic Procurement and Property, the position of Procurement Lead is responsible for leading Council's strategic procurement and purchasing functions, policy and processes.
This role will also have an operational responsibility including oversight of all tendering activity, development of performance indicators and probity assessments and reporting.
Key responsibilities in this role include: Overseeing the strategic procurement of a diverse portfolio of contracts for goods, services and capital works.
Develop an annual Strategic Procurement Plan that supports the achievement of council's community and Council Plan objectives.
Actively promote and monitor compliance with Council's procurement policy, contract management manual and delegations.
Manage and co-ordinate Council's participation in strategic group purchasing schemes and State Government approved contracts.
Lead and motivate a small but dedicated team.
To be successful in this role, you will have substantial relevant experience in a similar large, complex environment.
You will be able to demonstrate good knowledge and understanding of all facets of procurement, especially around development of specifications, tendering and contract documentation, contract administration and management.
You will demonstrate a high attention to detail and drive a culture of continuous improvement.
Being adept at managing competing priorities, you will have the ability to plan and organise your own work and set priorities.
