Job DescriptionEnsure the right material and services will be negotiated and procured at the optimum price, delivery and favourable terms & conditionsEvaluate technical proposals based on engineering specificationCapability to propose and counter offer the requestor equivalent grade of materialProfound knowledge of product specifications, functionalities and applications related to offshore materialsSource, negotiate and purchase materials and services from identified sources, local and overseasAdvise requestor on selection of suppliers and purchase terms & conditionsGenerate purchase orders, monitor and follow up and expedite with suppliers on delivery of goods and servicesReview supplier's performance on price and delivery and to co-ordinate with supplier and QA/QC on quality issuesCompile purchasing statistics and reports on assigned materials or commodities if requiredLiaise with Accounts staff on vendors credits application, bank and financial instrumentsLiaise with other departments on procurement matters (eg: Project, Commercial, Store, Production, QA/QC, etc. wherever necessary)Involve in the Vendors' Qualification and Assessment as per ISO proceduresConduct due diligence of identified sources and facilitate their pre-qualificationMonitor and pro-actively takes actions in response to market trends for raw materialPrepare bidder lists and releases request for quotationsEstablish communications with suppliers to enable timely, accurate delivery schedule of supplierPrepare expediting reports detailing supplier's progressExpedite activities or purchase items at various vendors to meet the project's scheduleMonitor performance and provide feedback of suppliers by ensuring resolution of issues and ultimately timely deliveryEnsure that delivery will be possible on the agreed datePrepare in-house tariff ratesCollate and submits monthly MES report to FinanceAssist in the Annual Vendors Assessment exercisePrepare documents for audit purposeJob RequirementsDiploma in Purchasing Management/Supply Chain Management/Engineering or equivalentMinimum 5 years' experience in Marine or Oil & Gas industry or machinery procurement experienceGood experience in buying different type of Piping & E&I materialsAble to work independently, meticulous and analytical with excellent problem-solving skillsStrong commercial acumen and negotiation skillsGood knowledge of financial and legal term
