Job Description The Procurement & Contract Management Specialist role will be multi- faceted and include responsibilities across procurement and contract management as per below:
PROCUREMENTCollaborate with senior managers to provide procurement and contract management forecasting and provide expert advice to the Senior Leadership Team and Group Executive MPERS.Manage all stakeholder aspects of procurement and contract management including pre-tender issues, scope changes, tender evaluation, approval and contracting.Assist the business in developing Scope of Work documents which deliver the best outcomes for the business.Manage the formal bench marking of inputs into the procurement process to ensure these are of a high standard, whilst ensuring compliance with relevant legislation and policy requirements.Manage the procurement process end-to-end of goods and services within the relevant legislation and policy requirements to achieve the best commercial outcomes for the business.Negotiate prices, contract terms and conditions, and key performance indicators for goods and services with suppliers to ensure the relationships achieve best value.Complete the Contract document in coordination with QR legal.Finalise the necessary internal approvals including the update of the QR Contract management system.CONTRACT MANAGEMENTPlay a senior role in supplier management, managing contracts and relationships to ensure compliance with relevant legislation and policy requirements to achieve optimal commercial outcomes.Resolve contract disputes, chair contract meetings, and write contract correspondence.Manage the process of supplier performance reviews to ensure efficiency and effectiveness, ensuring goods and services meet quality requirements as specified in relevant contracts.Manage the process of regular reviews of prices, contract terms and conditions, and key performance indicators for major goods and services with suppliers to ensure best value is achieved.Be accountable for the management and enhancement of relationships with vendors to build effective partnerships that will enable the implementation of innovation and improvement initiatives.Lead contract administration activities in all aspects of multiple contracts to ensure construction safety, operational safety and compliance to technical standards are achieved.Assist in developing best practice frameworks, governance, policies, standards and work procedures across procurement and contract management to ensure that business processes achieve optimal commercial outcomes.Maintain, collate, and analyse spend data of each engagement whilst liaising with both Finance and the business to ensure the spend is within the contract terms and with adequate funding.Maintain and develop databases which manage the current contracts and other engagements. The Successful Applicant The successful Procurement & Contract Management Specialist should meet with the following requirements:
Experience in Procurement and Contract Management preferably in major infrastructure projects with a heavy emphasis on consultancy/professional services.Minimum 5 years experience working on major infrastructure projects.Extensive knowledge of, and experience in, procurement and contracts legislation and other contractual requirements in a commercial environment.High level of skill in developing and managing strategic relationships with vendors within a commercially focused group.Extensive level of skill in dealing with large scale commercial contract matters.High level people management, interpersonal, planning, coordination, and negotiation skills.High level of skill in managing the procurement and contract management process end-to-end.Substantial level of skill in gathering, collating, and analysing spend data and producing meaningful reports.
