About the role: Procurement and Payables LeadAs the Procurement and Payables Lead, you will play a key role in partnering with internal stakeholders to facilitate procure to pay activities, ensuring compliance with Council policies. A central part of your responsibilities will be to enhance and maintain Procure to Pay (P2P) processes across the organisation, ensuring they are efficient, compliant, and aligned with Council's goals. You will work closely with the Strategic Procurement Team, assisting with policy development, system management, reporting, and driving continuous improvement.
A key aspect of this role is providing expert guidance and training on P2P systems to staff, ensuring they can carry out compliant procurement activities effectively. You will ensure that Council's P2P systems maintain data integrity and promote their appropriate use. Additionally, you will be responsible for monitoring and managing P2P compliance, ensuring that procurement activity adheres to internal controls and policies. You will also be tasked with reporting compliance, identifying areas for improvement, and proactively influencing staff to continuously improve their P2P practices.
In addition to general procurement duties, you will be responsible for identifying, developing and implementing procurement plans for new and collaborative procurement categories. This will involve reviewing expenditure, collaborating with stakeholders, leading the development of tender documentation, facilitating evaluations, and establishing contracts that align with Council's strategic objectives.
About the Successful ApplicantThe ideal candidate will have substantial experience in managing P2P processes and systems, with a strong understanding of procurement principles and compliance. You should have demonstrated experience in developing procurement policies, providing training, and ensuring compliance in a decentralised purchasing environment. Leadership experience is essential, as you will be responsible for guiding and developing a team while fostering collaboration across the organisation.
Proficiency in using financial systems such as Oracle Financials or similar software, along with strong data management and analytical skills is required. Additionally, the ability to develop procurement plans, lead tender processes, and manage supplier relationships will be key. Excellent communication and problem-solving skills, coupled with a proactive approach to process improvement, compliance and leadership, will ensure success in this role.
