About the role We are seeking an experienced Procurement and Contracts Manager at the EL1 or EL2 level to join our Commonwealth Government client with offices in Penrith, Parramatta, Brisbane, Canberra, Melbourne and Hobart.
There will be a requirement for some interstate travel, along with a hybrid approach of face-to-face and Teams engagements.
The successful candidate will manage a range of procurement activities and contracts to support program outcomes.
An initial 18-month labour hire contract is on offer, with prospects of extension.
This role requires full-time (40 hours per week).
Please note: only Australian citizens with the ability to pass a pre-employment check, and an existing Baseline security clearance, with the ability to obtain NV1 or NV2 if required can be considered for this role.
Duties: Provide specialist contract management advice and assistance, including drafting, reviewing, and negotiating contracts with clients, vendors, partners, and other stakeholders Manage and maintain appropriate contract records and registers, and ensures contract expenditure and expiry dates are proactively managed.
Partner with the program team to ensure procurement processes and documentation are completed within agreed timeframes, are compliant with legislation, encourage quality, maximise value and manage risk.
Provide expert, timely and strategic advice and support on Commonwealth Procurement Rules and Frameworks.
Ensure contract compliance by monitoring adherence to terms and conditions, addressing disputes, and identifying potential risks (financial, operational, reputational) while implementing mitigation strategies.
Enhance contract management practices using best practices and data insights, while fostering cooperative relationships with internal and external stakeholders through effective liaison, negotiation, and consultation.
Requisite skills/experience: Substantial experience in ICT procurement and contract management in government, ideally in complex program environments, with knowledge of technology consulting and software-as-a-service contracts.
Diploma or Advanced Diploma in Procurement and Contract Management or equivalent experience (5 years +) including experience in using the Digital Transformation Agency Marketplaces (BuyICT platform).
Proficiency in Microsoft Office Suite is essential.
Comprehensive knowledge and understanding of Commonwealth Procurement Rules and related legislation, policies and guidance or ability to acquire knowledge and understanding quickly Excellent stakeholder engagement, communication, negotiation and influencing skills, including ability to communicate to senior executive audiences.
Strong analytical and problem-solving skills Ability to provide situational leadership as needed to meet team and organisational objectives.
