DFP Perth is seeking an experienced Procurement and Contract Management Officer for a 6 month temporary role with a State Government client. This role will assist in managing and developing contracts related to healthcare services, ensuring compliance with procurement policies, and supporting various projects. The ideal candidate will have a strong background in procurement and contract management within the public sector environment.
Position: Procurement and Contract Management Officer
Start Date: Immediate Start
Contract Length: 6 months with the possibility of extension
Location: Perth CBD
Hours per week: Full time (flexible arrangements considered)
Salary: $60.00 - $65.00 per hour + Casual Loading and Superannuation
Key Responsibilities: Contract Management Relationship Management: Foster strong relationships with contractors and service providers, ensuring open communication and effective resolution of issues.Spend Analysis: Monitor and analyze expenditures to ensure alignment with allocated budgets and financial goals.Compliance: Ensure all procurement, purchasing, contract administration, and records management activities comply with relevant policies and procedures.Support and Guidance: Provide direction and support to project teams within the department on procurement and contract-related activities.Dispute Resolution: Liaise with stakeholders to resolve complex contractual disputes, ensuring fair and equitable outcomes.Contract Development Procurement Process: Lead the procurement process for a wide range of contracts, including planning, tender specification development, and drafting Request for Tender/Quote documents in consultation with key stakeholders.Project Management: Manage procurement project requirements, including collaboration with subject matter experts to develop scope and requirements.Innovation and Cost-Effectiveness: Utilize expertise and research skills to identify innovative and cost-effective solutions for healthcare services and consultancy contracts.Analytical Skills: Apply conceptual and analytical skills to provide innovative solutions to complex procurement problems.Required Skills, Knowledge, and ExperienceExperience: Minimum of five years' experience in procurement and contract management, preferably within the healthcare or public sector.Complex Environment: Demonstrated experience working within a complex contracts and procurement environment, with a strong understanding of relevant policy and legislative frameworks.Healthcare Focus: Experience in developing contract specifications and requirements specific to healthcare services.Negotiation and Communication: Strong negotiation and delivery management skills, with the ability to communicate effectively and deliver quality outcomes to key stakeholders.Problem-Solving: Excellent conceptual, analytical, and problem-solving skills.Prioritization: Ability to manage competing priorities and adapt to changing demands.Teamwork and Independence: Ability to work proactively and independently, as well as effectively in a team environment.Public Sector Ethics: Demonstrated commitment to public sector professionalism, ethics, and probity.
