Primary objective
The position is responsible for co-ordination and management of the work of the independent Judicial Commission and any investigation panel established under the Judicial Commission Act.
This involves day to day management of complaints, including conducting preliminary inquiries, investigation, analysis of records, preparing reports and hearing briefs, as well as engagement with Commission and panel members, complainants, legal advisers, legal representatives, witnesses and other stakeholders.
Key duties and responsibilities
Receive, assess and inquire into complaints against judicial and tribunal officers, using evidence-based analysis of facts and a high level understanding of relevant legislative provisions and court/tribunal processes, whilst ensuring complaints are managed sensitively and confidentially.
Provide high level executive, administrative and investigative input, analysis and support to the Commission, the Principal Officer and any investigation panel.
Provide assistance to the parties to a complaint, witnesses and other stakeholders regarding statutory process, legal obligations, rights and options available to address or resolve matters.
Provide sound leadership, supervision, training and case management to Investigation Officers and other staff.
Develop and maintain effective collaborative relationships with key internal and external stakeholders at all levels.
Assist with other complaints, investigations, audits and inspections conducted by the Agency, as required.
Selection criteria
Essential
Highly developed skills, knowledge, and experience relevant to investigation, case management, management of proceedings and co-ordination of highly complex matters involving both complicated legal and logistical issues.
High level of oral and written communication skills, including demonstrated experience in preparing reports on highly complex and/or sensitive issues and the ability to liaise effectively with a broad range of stakeholders, including senior members of the legal profession and professional experts on a range of matters.
Demonstrated ability to conduct high quality research, interpret legislative provisions and operate in accordance with the relevant legislation, including an appreciation of administrative law principles.
Demonstrated ability to effectively manage a work unit to provide high level support to the Judicial Commission, the Principal Officer and any investigation panel.
Strong interpersonal skills with the ability to appropriately and sensitively deal with witnesses and complainants, to interact well with people from diverse cultures and backgrounds and to effectively use dispute resolution techniques.
Demonstrated integrity with the commitment and ability to positively contribute to a team environment as well as to work independently under pressure.
Desirable
Tertiary qualifications in Law, Public Administration or Management, Certificate IV in Government (Investigation).
Knowledge of the operations of courts, tribunals and the public sector.
Proficiency in operation and administration of electronic systems similar to Sharepoint and IJIS.
