About UsThe Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities.
The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which works together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the RoleState Fire Communications is responsible for coordinating, managing, administering and delivering operational communications capabilities and value to QFD frontline operations.
The team leads, manages and supports frontline communication services and functions that deliver operational benefits to emergency responders and Queensland communities, including representing the organisation's interests at international, national and state forums, and focused working groups and committees to enhance, sustain and strengthen public safety communications.
Reporting to the Executive Manager, you will be strategically focused on planning, preparation, risk and change management initiatives relating to mission-critical communications capabilities (Triple Zero, CAD, Telephony, Next Generation Triple Zero, Next Generation CAD, ICEMS and other Public Safety Communications initiatives).
You will provide expert advice, collaborate and negotiate with internal and external stakeholders, including Commonwealth, State and Queensland Public Safety Agencies (QPS and QAS) on the current and future communications initiatives, standards and performance, capabilities, and functions to preserve the strategic value of the Triple Zero (000) Emergency Call Service (including Next Generation Triple Zero initiatives).
Key RequirementsHighly Desirable Requirements Knowledge and experience of the Triple Zero service, legislation and responsibilities for emergency call processing.Operational knowledge of Communication Centre systems and platforms.High-level stakeholder engagement and negotiation skills.Your Key AccountabilitiesYour part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
Lead, manage and coordinate the delivery of high-quality strategies, plans and advice relating to the improvement of public safety communications and influence evidence-based investment decisions.Provide strategic and specialist advice on current and future public safety communications capabilities including the operational benefits, risks, issues and opportunities to support decision-making.Undertake research and analysis of trends relating to demands management, emerging technologies, and communication centre work practices to shape future strategic directions.Engage, collaborate and negotiate with key internal and external stakeholders in the development and implementation of future technologies to support QFD capabilities such as Next Generation CAD and Station Alerting.Prepare and review complex reports, briefs, correspondence and presentations relating to issues and initiatives, in accordance with departmental requirements and governance.Represent the department as the operational/technical delegate at national, state, and departmental forums and working groups to address business needs, ensure positive outcomes and meet organisational objectives.Manage key initiatives relating to the development, implementation and review of CAD testing and training plans to ensure the strategic value of Triple Zero (000) Emergency Call Service delivery is maintained.Provide leadership, coaching, mentoring, skills transfers and assist in the ongoing development management of staff through performance, planning and review.CapabilitiesTo determine your suitability for the role, you will be assessed on the following Leadership Competencies for Queensland behavioural profiles that link to the "key accountabilities" for this role:
