Requirements:
PMO Assurance Officers assess and report on the delivery of projects, portfolios, and programs to ensure that their expected value will be delivered. This Assurance Officer position is a challenging and high-profile role, managing a function covering multiple partners to deliver ICT strategic planning and budget management capabilities. This role will be critical in supporting ICT in delivering on a major transformation program and supporting the agency in its digital and data-driven agenda.
The immediate focus is to work closely with the ITS core leadership team, technical advisory group, reform program, and senior business stakeholders to implement a strategic planning and budget management framework that supports complex ICT operations.
The successful candidate will possess strong relationship building, consultation, and collaboration expertise with Senior IT customer management, program oversight, and business partnering outcomes.
Key Accountabilities: Support the CIO in the implementation of a strategic ICT planning and budget capability that provides central oversight of financial management for ITS, including forecasting, budgeting, reporting, and control, ensuring a rolled-up branch view; Providing strategic advice and guidance to the CIO on the impact of major programs of work; Lead the development and analysis of regular reporting on the financial position of the ITS Branch and across multi-functional project and BAU teams; Implementation of a strategic Office of the CIO function; Establishing a centralised ICT risk management framework that aligns with relevant enterprise, program, and project frameworks. The candidate will need to demonstrate the following skills and experience:
Essential Criteria: Candidate must provide a response to each criterion. Each response is limited to 3000 characters. Leadership and program management skills with experience working at a strategic portfolio level; Experience in ICT and program management frameworks and the ability to blend them together in the correct proportions to fit a complex and dynamic environment; Experience in designing, evaluating, and presenting qualitative and quantitative planning, program, and operational performance data; Experience with identification and management of ICT risks; Ability to support and deliver on major organisational change programs; Identify issues and risks to branch delivery, initiate processes for resolution, and integrate opportunity management into resource planning, decision making, and priority setting. Due to security clearance requirements for this role, candidates must be Australian citizens and have the ability to obtain NV1 security clearance.
