Send your responses to ****** Overview The Department of Climate Change, Energy, the Environment and Water (DCCEEW) is a new department that has been established to deliver on the Governments climate change and energy agenda and protect Australias environment and water resources. The department has a requirement for an Organisational Change Manager to work collaboratively within the Digital Services Division (DSD) helping drive change and communications to support the new department. This role will also include working as part of a multidisciplinary team supporting the division, projects delivering IT solutions, minimise risk to adoption and usage, reduce burden on sponsors, minimise disruption by early engagement and targeted tactics to engage impacted audiences. DSD is responsible for the management and delivery of Information and Communications Technology (ICT) functions and activities across Australia and overseas for the department. The division provides a secure, modern ICT environment so that the department can conduct its business 24/7 and focus on achieving departmental outcomes. DSD staff work collaboratively across the department, taking advantage of advances in technology, to deliver end-to-end services and solutions that are nationally consistent and deliver organisational and business benefits. Change Management Officers bring different specialist skillsets to focus on the impact of change. They aim to minimise the negative effects and maximise the benefits of organisational change. This often involves focusing on the human factors of change identifying the impact on people, achieving readiness for change, and mitigating risks to adoption & usage. Change Management officers are supported in their role and will not necessarily be in a lead position, therefore we encourage all applicants with strong skillsets in the following areas to apply: Organisational Change Management (emerging through to experienced) Communications Learning & Support Solutions Stakeholder Engagement The resource will form part of DCCEEWs Business Engagement ICT team and work collaboratively across multidisciplinary teams, both internally and externally. The successful candidate is expected to: Be flexible in the delivery of change and communication management activities and adjust activities ensuring they are fit-for-purpose. Work collaboratively with teams (ICT & other areas) and projects manager to integrate change and communication management activities. Develop, lead and implement all the of the outputs to support the ICT Division and CIO change and communication management activities, including: Produce the Change & Communications Management Plan Change Impact Analysis (high level or detailed as required) Crafting of communications and activities for targeted audiences Creation and management of the Change Management activities schedule Developing change stories, strategic communications Development of learning & support materials required Development of key message frameworks Stakeholder engagement activities Lead the change management activities within a structured process Facilitating discussions or workshops if required Tracking and reporting of activities Every application requires to address selection criteria as part of application submission Essential Criteria 1. Demonstrated experience in OCM Methods, approaches and industry best practice (i.e. PROSCI, CMI, CMBoK) or, demonstrated experience in APS with an organisational mature change and communications management approach. 2. Well-developed stakeholder engagement skills: ability to work in a team environment delivering a high level of customer service, communicate effectively and negotiate with a broad range of stakeholders across multiple disciplines, ability to build strong and effective working relationships and trust with technical professionals, team members, business stakeholders, providers, and portfolio agencies. 3. Demonstrated high level of communication skills with effective active listening and written communication skills, along with the ability to: juggle competing priorities maintain sharp attention to detail deliver high standard of artefacts Desirable Criteria 1. Experience working within Federal Government 2. Experience in inter-agency transitions and change management (working across multiple agencies) 3. Experience with different project delivery methodologies and tools
