The Operational Manager Aged Care provides leadership, oversight, and management of the Elder Services program delivery.

Established in 1991, Danila Dilba Health Service (DDHS) is an Aboriginal community-controlled organisation committed to providing culturally appropriate, comprehensive primary health care services and community development within the Biluru (Aboriginal) community of the Yilli Rreung (Greater Darwin) Region in the Northern Territory.

We work to address the social determinants of health including the broader issues that affect our people's health, through evidence-based research and public advocacy.
We also work to empower individuals, families, and communities to optimise their health.

WHAT WILL YOU FOCUS ON?

The Operational Manager Aged Care provides leadership, oversight, and management of the Elder Services program delivery, including elder assessments, care planning, compliance, day to day service delivery, and staff management.
The position is responsible for all operational elements involved in the delivery of efficient, effective, and culturally responsive home care support services to DDHS clients and Elders of the Greater Darwin community.

RESPONSIBILITIES
Manage the establishment and implementation of client directed care and home care services key elements including: Establishment and implementation of operational policies and procedures.
Implementation and monitoring of client contracting and assessment processes.
Development and implementation of required software and systems processes/tools.
Ensure effective client care management including detailed contracted care plans, with effective implementation, relationship management, costing and review processes.
Ensure all efficient and timely delivery of all contracted/agreed services and activities based on clients individual assessed needs.
Maintaining service quality and compliance in accordance with the Aged Care Standards and contractual obligations.
Identify and make recommendations on opportunities to improve processes, quality, and service delivery outcomes.
Participate in the development of quality procedures and contribute to internal and external program audits and reviews as required.
Implement/follow the DDHS incident and complaint investigation policies.
Lead the Aged Care team in the delivery of quality care and support services and achievement of program objectives, including:
Support Elders and older Aboriginal and Torres Strait Islander people to increase their understanding of the aged care system.
Access the right care services to meet their needs.
Engage with all components of the aged care system.
Reduce barriers across the aged care journey experienced by Aboriginal and Torres Strait Islander people.
Increase numbers of Elders accessing DDHS NATSIFAC services as a culturally centred entry point to aged care.
Increase numbers of Elders accessing ACCHO primary health services through an integrated model.
Expand the delivery of a range of services to meet the changing needs of the community.
Improve the quality of culturally safe aged care services for Aboriginal and Torres Strait Islander People.
Ensure staff provide elders with choice and control over their service provider and the services they wish to receive.
Assist with the integration of aged care services into primary health service delivery of DDHS.
Report against contracted objectives.
Assist in assessing community health needs for aged care clients.
Collaborate with a wide range of stakeholders and improve relationships/partnerships to improve Aged Care service delivery and referral pathways of DDHS clients and elders of Darwin community.
Facilitate activities in alignment with health and aged care accreditation standards and measures.
Represent DDHS on various committees and coalitions as required or relevant to Aged Care activities.
Carry out supervisory responsibilities in accordance with DDHS policies and collective agreements and applicable laws.
Responsibilities include interviewing, hiring, and orienting employees; providing ongoing educational opportunities; planning, assigning, and directing work; performance management and appraisal; scheduling; addressing complaints and resolving problems.
Other duties as assigned.
SELECTION CRITERIA
Experience in senior management of multidisciplinary teams minimum of 3 years.
Demonstrated knowledge of Aged Care & Community care services and issues facing these organisations and demonstrated experience in policy and practice as it relates to Aboriginal and Torres Strait Islander aged and community care service.
Ability to think entrepreneurially, strategically, and creatively.
Demonstrated ability to analyse complex material, summarise key issues and develop innovative and creative solutions.
Demonstrated experience in networking and liaising with relevant Australian and State Governments, private sector organisations and non-Government organisations.
Highly developed interpersonal skills including written and verbal communication skills with an ability to handle sensitive matters and maintain confidentiality.
Ability to work independently with strong organisational skills and demonstrated ability to plan, manage and prioritise tasks to deliver outcomes within tight timelines.
Demonstrated high level computer skills, including experience using My Aged Care, Microsoft Word, Outlook, and Excel as well as the ability to use clinical practice software.
Knowledge of the social determinants of health (environment, economic and social inequalities) that have a profound impact on the health and well-being of Aboriginal and Torres Strait Islander people.
Demonstrated ability to use culturally sensitive ways to ensure improved client access to DDHS and/or other health services.
Proven teamwork, communication, and interpersonal skills with the ability to constructively negotiate outcomes with a diverse range of people and service providers.
High level of personal resilience and flexibility with the ability to deal with challenging situations.
Demonstrated computer skills, especially in the use of client information systems or similar.
Qualification or working towards a qualification in Aged Care or relevant health discipline.
Experience and competency in working with Communicare.
Experience working in an Aboriginal Community Controlled Health Service, Aged Care Services, or similar complex environment such as service industry or public administration.
Appointment is subject to
Current Police Check (if older than 3 months, must be willing to undergo a new Police Check upon employment) or current NDIS Screening Check.
A Working with Children Clearance (Ochre Card).
Current first aid and CPR certificate or willingness to obtain upon commencement.
Willingness and ability to complete an Insolvency Check (requirement for Aged Care Key Personnel).
ACQSC Register of Banning Orders check.
Fully vaccinated against COVID-19 or an exemption as listed on the Australian Immunisation Register (AIR) to be submitted.
Vaccinated against Influenza, or willing to obtain upon employment.
Rights to work in Australia.
Contribute to the efficient and effective functioning of their team or work unit to meet the organisation's objectives.
This includes demonstrating appropriate and professional workplace behaviours in accordance with the Code of Conduct, assisting team members if required and undertaking other key responsibilities or activities as directed by one's supervisors.
Read, understand, and comply with all DDHS policies and procedures.
Be aware of the requirements of the DDHS's risk management framework; identifying, assessing, managing, and escalating risks; and exercising a duty of care.
Work at and travel between other DDHS locations may be required from time to time.
Complete all mandatory training as required by DDHS.
Demonstrate understanding of the principles of anti-discrimination, staff and trainee's equity, work health and safety and other relevant legislation, and show the willingness and capacity to implement equal employment opportunity and work health and safety plans, policies, and programs.
Work Health & Safety
Ensure all activities comply with WHS legislation and DDHS policy & procedure.
Implement & monitor risk management activities including, but not limited to, workplace inspections, incident/hazard investigation and follow-up, and implementation of risk controls.
Analysis of WHS training requirements for staff including the provision of training and monitoring of training to ensure completion and currency.
