Position Summary Tangentyere Council Aboriginal Corporation (Tangentyere) is an Aboriginal Community Controlled Organisation delivering services and social enterprises for the benefit of Aboriginal people from the Town Camps, Mparntwe (Alice Springs), and Central Australia.
The role of the Housing Manager is to identify, develop and operationalise the capacity and capability of Tangentyere to undertake all the functions of the Landlord for the Town Camps under the proposed Tangentyere Town Camp- Community Housing Model.
This role will work closely with Community Housing Central Australia (CHCA) as Housing Management Contractor to ensure Tangentyere operations and contract management complement the work of CHCA as National Regulatory System for Community Housing Standards (NRSCH) Community Housing Provider.

Responsibilities Coordinate and participate in ongoing schedule of Tangentyere Town Camp Transfer Meetings.Determine/address capacity requirements to undertake landlord functions.Identify, document, and develop strategies for managing risks to Tangentyere as landlord for Town Camp housing.Contribute to budget development for the ongoing delivery of Community Housing.Collaborate in the delivery of Residential Tenancies Act training to Town Camp Boards/Committees.Contribute to intra-agency coordination by the Office of the Chief Executive in the delivery of Housing Service Domains.Work with CHCA to negotiate, execute and operate Housing and Asset Management Service Delivery Contracts.Work with CHCA to communicate and implement new policies and procedures including rent setting and market rent determination.Provide leadership in developing, implementing and operating Town Camp Housing Management Agreements.Manage service delivery contracts between Tangentyere and CHCA.Review applications to the NT Civil and Administrative Tribunal presented by CHCA. Make recommendations to CEO.Assist with achieving quality management objectives across the organisation.Assist with achieving safeguarding objectives across the organisation.Assist with achieving compliance objectives across the organisation.Other reasonable duties as required.Qualifications and Selection Criteria Required Relevant Graduate/Post Graduate qualification(s) in a related field such as housing, community development, architecture, construction, or business; and experience working as a senior manager leading a values-based organisation.Demonstrated expertise in corporate services (preferably within a community housing setting) including project management, information technology, risk management, compliance, and quality systems.Ability to model and promote the vision, mission, and values of Tangentyere.Demonstrated experience in working with Government and partnering with external non-government organisations.Ability to represent the organisation on housing and related issues through well-developed public presentation skills.Exceptional interpersonal skills with a collaborative style.Demonstrated ability to consult, liaise and negotiate at all levels, with Government and across the cultural diversity of the NT community.Demonstrated skills in dispute resolution.Current NT Drivers Licence, NT Working with Children (Ochre) Card, satisfactory Police Check, and proof of full (3) vaccination against COVID-19.Desired Current First Aid Certificate, or ability and willingness to attain.An understanding of Aboriginal culture as well as a broad range of contemporary issues affecting Central Australian Aboriginal people.
