The Civil Aviation Safety Authority (CASA) is a government body that ensures the safety of aviation in Australia. CASA licenses pilots, registers aircraft, certifies aerodromes, oversees aviation safety and promotes safety awareness. We do this by setting standards and safety outcomes that cover maintenance, airspace, aerodromes, licensing, and all types of operations.
The National Manager Regulatory Service position forms part of the executive leadership team of the Regulatory Oversight Division, reporting directly to the Executive Manager, Regulatory Oversight Division. This position is a safety sensitive position. The incumbent may perform, or be available to perform, safety sensitive aviation activities, as defined in the Civil Aviation Safety Regulations 1998. This position may require international, interstate and intrastate travel.
The  National Manager, Regulatory Services Branch  is responsible for the following deliverables, which represent an ongoing body of work:
As a member of CASA's Senior Leadership Team, promoting a values-driven culture and organisational initiatives that supports the continuous improvement of the organisation and the wellbeing of staff.
As a member of the Regulatory Oversight Division's executive leadership team, supporting the delivery of the national program of entry control, defining and delivering national objectives, strategies, and performance measures for the Division
Leading, managing and developing the branch to ensure it is fully staffed and able to deliver agreed priorities and outcomes within agreed budget and staffing profiles.
Building strong relationships with internal and external stakeholders to drive outcomes, including representing CASA and adhering to international obligations, relevant memorandums of understanding and representing CASA at various meetings.
Ensuring the branch discharges CASA's obligations under section 9 and section 11 of the Act.
Promoting workplace safety, equity and diversity, participative management and environmental management in the workplace and act in accordance with the CASA Values and Behaviours.
Working supportively and cooperatively with Aboriginal and Torres Strait Islander peoples to achieve shared outcomes by engaging in a sensitive, respectful, and equitable manner.
To be successful in this role, the  National Manager, Regulatory Services Branch  will bring the following skills and experience:
Demonstrated leadership and management skills including the ability to lead a national workforce to deliver agreed priorities and outcomes, collaborate effectively and build strong relationships, both internally and externally, with people at all levels.
Understanding of Australian aviation, including the safety regulatory framework, aviation legislation or demonstrated capacity to quickly develop such an understanding.
Demonstrated experience as a regulator or demonstrated capacity to learn.
Demonstrated ability to plan and deliver programs, projects, or initiatives that anticipate needs, establishes priorities, monitors progress and delivered required outcomes on time across a multi-discipline technical environment.
Demonstrated ability to represent our agency in critical and challenging negotiations, including those that are cross-functional or cross-organisational.
Excellent negotiation, facilitation, and communication skills, both written and verbal, to manage disparate views amongst stakeholders, including at a senior level enabling the audience to quickly understand the issues at hand, options available and the preferred solution.
Excellent stakeholder management skills on sensitive issues requiring conflict resolution within constrained timeframes.
Affirmative Measures

Eligibility Requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. The following eligibility requirements apply to this position:
At minimum, prospective CASA employees must undergo pre-employment screening. You must be willing to provide required information to successfully undergo a police record check.
Must be an Australian citizen or permanent resident and must have the ability to obtain and maintain a Negative 1 security clearance.
Currently holds an Aviation Security Identification Card (ASIC) card or have the ability to obtain and hold one.
Undertake pre-employment audiometric testing, and alcohol and drug tests.

Under section 8 of the, Civil Aviation Act 1988, CASA is a body corporate separate from the Commonwealth. CASA's primary function is to conduct the safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas. It is also required to provide comprehensive safety education and training programmes, cooperate with the Australian Transport Safety Bureau, and administer certain features of Part IVA of the Civil Aviation (Carriers' Liability) Act 1959. The Civil Aviation Regulations 1988 and the Civil Aviation Safety Regulations 1998, made under authority of the Civil Aviation Act, provide for general regulatory controls for the safety of air navigation. The Civil Aviation Act and CAR 1988 empower CASA to issue Civil Aviation Orders on detailed matters of regulation. The CASRs 1998 empower CASA to issue Manuals of Standards which support CASR by providing detailed technical material.
