Multiple Assistant Director and Security Assurance Manager PositionsThe Defence Science and Technology Group (DSTG) Security Operations and Security Strategy and Assurance Teams are looking for experienced and passionate Security - Assistant Directors and a Weapons and Explosive Ordnance Security Assurance Manager to lead our regional teams and implement a security culture uplift nationally.
Note: A merit pool will be created from this recruitment action for future Security Management vacancies within DSTG. EL1 - Assistant Director of Security Operations: The Assistant Director of Security Operations is a leadership position that manages and develops an integrated team of security professionals to provide highly specialised, targeted security advice and support for senior leadership, researchers, and staff.
The successful applicant will lead a regional security team across DSTG sites.
Region 1 is responsible for the security management of our sites in South Australia, Northern Territory, Western Australia and Queensland and Region 2 is responsible for Victoria, Tasmania, Australian Capital Territory and New South Wales.
Reporting to the Director of Security Operations, the Assistant Director of Security Operations will help shape positive security culture through providing expert advice, mentoring and leadership on protective security; including security risk management, physical security and personnel security.
This advice will ensure DSTG's security posture is fit for purpose across the region and effectively supports and protects Defence capability.
An in-depth knowledge of and compliance with legislative frameworks, government decision-making and Defence's mission and policy requirements will enable success in this role.
A strong background in security operations and policy, coupled with positive people management experience, emotional intelligence, compassion, and a commitment to exhibiting and fostering Defence behaviours and values will be essential to the successful delivery of security operations support to DSTG and the optimal management of our people.
These roles have a requirement to travel intra and interstate.
EL1 - Assistant Director Security Strategy and Assurance: Within the Security Strategy and Assurance Directorate, the EL1 Assistant Director Security Strategy and Assurance is accountable under broad direction to perform and achieve complex protective security assurance work within an integrated workforce.
They are accountable for ensuring knowledge of and compliance with legislative frameworks, government decision-making and Defence's mission and policy requirements.
The EL1 Assistant Director Security Strategy and Assurance will undertake a range of security assurance and reporting activities in support of DSTG's implementation of Government and Defence security policy including (but not limited to):
Supporting the Director Security Strategy and Assurance in the development of a Group security strategy for DSTG;Supporting the Director Security Strategy and Assurance in the development of a security assurance framework for DSTG;Manage the configuration and maintenance of the Security Service Desk (an Atlassian software solution).Manage the delivery of DSTG security processes and associated documentation.
This position has a national focus and as such there will be a requirement to travel intra and interstate.The duties of the Assistant Director of Security Operations and the Assistant Director Strategy and Assurance include (but are not limited to):
Accountable for leading a team, managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating business outcomes.Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility, and guiding and developing people.Accountable for accurate completion of work within timeframes and quality requirements, share own expertise with others and guide and mentor less experienced employees.Lead and manage the provision of protective security advice to stakeholders to support the implementation of security policies, practices, and procedures.Develop, implement and monitor the completion of assurance programs to ensure compliance with whole of Government and Defence security policies.Understand the Defence security risk context and provide advice on the emerging protective security matters.Explain complex to very complex strategies to raise security awareness to establish a positive security culture.Advocate productive and collaborative relationships with whole-of-Government stakeholders to achieve protective security objectives.Influence, mentor and guide team members to work collaboratively to achieve high quality outcomes.Consolidate and evaluate innovative solutions to support continuous improvement.Create, contribute to, assess, evaluate, and endorse protective security reports, submissions, assessments, briefings, and discussion papers.Influence protective security outcomes through tailoring communication style and language according to the audience's level of knowledge, skill, and experience.Ensure physical security certification and accreditation of DSTG facilities is compliant.This position has a requirement to travel intra and interstate.
EL 1 - Weapons and Explosive Ordnance Security Assurance Manager: Within the Security Strategy, Assurance and Reporting Directorate, the Weapons and Explosive Ordnance (WEO) Security Assurance Manager is accountable for achieving complex protective security assurance work within an integrated workforce.
They have knowledge of and ensure compliance with legislative frameworks, government decision-making and Defence's mission and policy requirements.
The WEO Security Assurance Manager will undertake a range of security assurance and reporting activities in support of DST Group's work with weapons and explosive ordnance, including (but not limited to):
Developing DSTG reporting framework within the Defence explosive ordnance assurance framework;Planning, conduct and reporting of tier 3 assurance activities including reporting to relevant DSTG authorities;Provide subject matter expertise support to DSTG's representative on the Defence Explosive Ordnance Security Working Group and represent DSTG at such meetings;Liaison with relevant stakeholders on explosive ordnance compliance and implementation of the Defence Security Policy Framework;Actively ensure that corrective actions from previous assurance activities are implemented within appropriate timeframes;Undertake reporting to the Defence Explosive Ordnance Policy Control Owner and the Explosive Ordnance Security Working Group within relevant timeframes;Conduct ongoing analysis of explosive ordnance security incidents to identify trends and opportunities for improvement in line with explosive ordnance assurance activities.This position has a whole of DSTG explosive ordnance compliance focus and as such there will be a requirement to travel intra and interstate to undertake assurance activities and liaise with stakeholders.
About our Team The Security Operations Team comprises of two regional teams; Region 1 – Northern, Central and West Zones, manages DSTG sites in South Australia, Northern Territory, Western Australia, and Queensland.
Region 2: East and South East Zones, manages DSTG sites in Victoria, Tasmania, New South Wales, and the Australian Capital Territory.
Our team consists of APS security professionals who work collaboratively to advise and support the DSTG workforce.
Our team ensures that DSTG staff implement and maintain robust protective security practices and embrace a positive security culture.
The Security Strategy and Assurance Team are responsible for creating and implementing DSTG's national security strategy and conducting assurance activities to ensure policy adherence across our Group nationally, including guided weapons and explosive ordnance strategy and reporting.
To ensure integrated and efficient outcomes, the Security Operations and Security and Strategy Assurance Teams work closely with DSTG Infrastructure, Safety, Business Capability, Scientific Computing and Trials Authority teams.
